4.3.1 Reviewing the Waterway Assessment<br />

RECOMMENDATION<br />

Member Countries should ensure that waterway sections deemed unsuitable or require extra<br />

precautions for the transport <strong>of</strong> dangerous goods should be approved by the relevant line agencies.<br />

CHALLENGE<br />

The waterway assessment in Volume I (Risk Analysis) analysed sections <strong>of</strong> the waterway in the Upper<br />

Mekong <strong>and</strong> Lower Mekong to determine the suitability for the transport <strong>of</strong> dangerous goods by<br />

tanker barges. The waterway sections at high <strong>and</strong> low water were either deemed to be suitable, not<br />

suitable or required further precaution measures to be implemented. The transport <strong>of</strong> dangerous<br />

goods was deemed to be unsuitable from Chiang Khong to Vientiane <strong>and</strong> Pakse to Khone Falls in the<br />

Lao PDR <strong>and</strong> Thail<strong>and</strong> stretch <strong>of</strong> the river. This was due to the rapids, currents, rocky outcrops <strong>and</strong> high<br />

degree <strong>of</strong> difficulty navigating these sections. Currently, there is limited transport <strong>of</strong> dangerous goods<br />

on these stretches. The waterway assessment also found that transport <strong>of</strong> dangerous goods should be<br />

prohibited from Phnom Penh <strong>along</strong> the Tonle Sap River to Chhong Kneas during the filling <strong>of</strong> the Tonle<br />

Sap Lake. There is currently a petroleum company that operates 300-tonne inl<strong>and</strong> barges for domestic<br />

supply <strong>of</strong> floating fuel stations in the Tonle Sap Lake. This requires further consultation with relevant<br />

line agencies to determine if the risks can be mitigated. The section was deemed unsuitable due to<br />

the importance <strong>of</strong> Tonle Sap ecosystems for biodiversity, fisheries productivity, agricultural l<strong>and</strong> <strong>and</strong><br />

protected wetl<strong>and</strong>s.<br />

Other areas in the waterway assessment required extra precautions due to traffic density, limited<br />

aids to navigation, unsuitability for night navigation, obstructions in the channel, sharp bends,<br />

shallow water <strong>and</strong> navigation conditions. The relevant line agencies should investigate the hazards<br />

mentioned in the waterway assessment to ensure the situation can be improved <strong>and</strong> monitored to<br />

improve waterway safety.<br />

Three levels <strong>of</strong> risk were considered for the waterway assessment:<br />

• Green = safe enough to transport dangerous goods by tanker-barges during the<br />

considered water-level conditions;<br />

• Yellow = some precautions have to be taken for the transport <strong>of</strong> dangerous goods by<br />

tanker-barges. Some dangerous goods may not be allowed to be transported during<br />

"yellow" conditions; <strong>and</strong><br />

• Red = unsuitable for the transport <strong>of</strong> dangerous goods by tanker-barges.<br />

Tables 5 <strong>and</strong> 6 on the following pages summarise the Risk Analysis <strong>of</strong> the Mekong system waterways<br />

during the low-water season <strong>and</strong> the high-water season. The colour codes assigned show the suitability<br />

<strong>of</strong> navigation by tanker-barges during both seasons. These proposed levels <strong>of</strong> suitability will need to be<br />

considered <strong>and</strong> approved by the country authorities.
