Technical <strong>and</strong> Management<br />

A oil spill contingency planning should comprise <strong>of</strong> three parts 7 :<br />

Strategy Section:<br />

This section <strong>of</strong> the plan should address the plan, scope <strong>and</strong> purpose.<br />

Action Section:<br />

This section <strong>of</strong> the plan should address emergency call-out procedures <strong>and</strong> mobilisation <strong>of</strong> resources.<br />

A possible structure for this section.<br />

Data Section:<br />

This section <strong>of</strong> the plan should contain all maps, lists <strong>and</strong> data sheets <strong>and</strong> support information.<br />

every port/terminal should have an oil spill response plan according the st<strong>and</strong>ards required by the<br />

competent authority. This response plan should complete, up to date <strong>and</strong> readily available. The<br />

port/terminal operator should appoint someone who will have the responsibility for the plan <strong>and</strong> to<br />

ensure that the information contained in it is kept up to date.<br />

A suitable room should be provided that can be used as emergency control centre in the event <strong>of</strong><br />

an oil spill. The control centre should be large enough to accommodate the pre-defined emergency<br />

response teams <strong>and</strong> have the necessary resources available to be able to assess <strong>and</strong> control an<br />

oil spill. The control centre should be provided with, but not limited to, the oil spill response plan,<br />

facility diagrams, maps <strong>of</strong> the surrounding area, communication facilities, equipment for recording<br />

<strong>and</strong> displaying the status <strong>of</strong> the response to the whole team, contact directories, material safety data<br />

sheets, dangerous goods register <strong>and</strong> a list <strong>of</strong> government agencies to be notified in the event <strong>of</strong> an<br />

oil spill.<br />

Ports <strong>and</strong> petroleum-h<strong>and</strong>ling facility staff that have or are likely to have any involvement in a oil spill<br />

incident require training from a provider accredited by the competent authority.<br />

Training <strong>and</strong> exercise programmes must prepare all facility staff to perform effectively in realistic<br />

representations <strong>of</strong> all the risks that the contingency plan has been designed to meet. Training <strong>and</strong><br />

exercise records should be kept <strong>and</strong> updated annually.<br />

The contingency plan should be exercised once a year. Where possible this should incorporate<br />

equipment deployment <strong>and</strong> incident management, in addition to notifications. Separate notification<br />

exercises should be carried out at more regular intervals. This enables contact details to be periodically<br />

updated.<br />
