The recommendations for prevention have been divided into the following sections for ports <strong>and</strong><br />

terminals:<br />

1. Location <strong>and</strong> Security<br />

• Location <strong>of</strong> Ports <strong>and</strong> Terminals; <strong>and</strong><br />

• Access to Port <strong>and</strong> Terminal Facilities.<br />

2. Infrastructure <strong>and</strong> Critical Equipment<br />

• <strong>Storage</strong> Tank Structure;<br />

• <strong>Storage</strong> Tank Secondary Containment (Bunding);<br />

• Cargo Transfer Equipment;<br />

• Level Gauges, Capacity Alarms <strong>and</strong> Overfill Prevention;<br />

• Fire <strong>and</strong> Gas Detection Equipment <strong>and</strong> System Alarms; <strong>and</strong><br />

• Electrical Equipment.<br />

3. Operational Performance <strong>and</strong> Integrity<br />

• Inspection <strong>and</strong> Testing <strong>of</strong> Critical Equipment; <strong>and</strong><br />

• Maintenance <strong>of</strong> Critical Equipment.<br />

4. Health, Safety <strong>and</strong> Environmental (HSE) Management<br />

• Port Health, Safety <strong>and</strong> Environmental Management System (PHSEMS);<br />

• Segregation <strong>and</strong> <strong>Storage</strong> <strong>of</strong> <strong>Dangerous</strong> <strong>Goods</strong>;<br />

• Monitoring <strong>and</strong> Control <strong>of</strong> <strong>Dangerous</strong> <strong>Goods</strong>;<br />

• Checklist for Critical Operations;<br />

• Waste Management; <strong>and</strong><br />

• Drug <strong>and</strong> Alcohol Policy.<br />

2.3.1 Location <strong>and</strong> Security<br />

2.3.1.1 Location <strong>of</strong> Ports <strong>and</strong> Terminals<br />

RECOMMENDATION<br />

Member Countries should consider the impacts <strong>of</strong> port <strong>and</strong> terminal operations on local<br />

communities in densely- populated areas.<br />

Challenge<br />

Some ports <strong>and</strong> terminals are located close to residential areas. In the event <strong>of</strong> a fire, explosion or<br />

any other emergency, they can put the local community at risk. In case <strong>of</strong> a major incident, one which<br />

cannot be dealt with by in-house emergency resources alone <strong>and</strong> requires external resources, there<br />

is no <strong>of</strong>f-site emergency plan available. Such plans should be activated in the occurrence <strong>of</strong> a major<br />

incident or an uncontrolled event which could lead to a major incident.
