Emergency Shut Down System<br />

Easy to install <strong>and</strong> effective in use are the emergency shutdown push buttons on various places on<br />

deck, enabling the crew to shut down the cargo pumps from different places in case <strong>of</strong> an emergency.<br />

Gas Measuring Instruments<br />

These instruments, together with detailed instructions for their use, should be provided onboard,<br />

especially on tanker barges. These instruments should be calibrated on a regular basis <strong>and</strong> provided<br />

with a certificate to confirm that calibration has been carried out.<br />

Institutional <strong>and</strong> Capacity Building<br />

Technical st<strong>and</strong>ards for cargo systems <strong>and</strong> pump rooms should be adopted, implemented, certified<br />

<strong>and</strong> checked at prescribed intervals. This task can be executed by the classification societies on behalf<br />

<strong>of</strong> the authorities <strong>and</strong> incorporated in the prescribed survey.<br />

Training (theoretical <strong>and</strong> practical) should be provided on h<strong>and</strong>ling dangerous goods <strong>and</strong> tanker cargo<br />

operations, <strong>and</strong> should be examined <strong>and</strong> certified. Refresher courses should also be provided.<br />

3.3.1.5 Electrical <strong>and</strong> Communication Equipment<br />

Target group: Tanker barges<br />

RECOMMENDATION<br />

Member Countries should ensure that electrical equipment is regularly inspected <strong>and</strong> well<br />

maintained.<br />

Challenge<br />

Electrical equipment is <strong>of</strong>ten not in good condition <strong>and</strong> there are no procedures onboard to ensure<br />

maintenance <strong>and</strong> safe operation. When h<strong>and</strong>ling dangerous cargoes, flammable gases are to be<br />

expected in cargo compartments, pump rooms, deck workshops, store rooms <strong>and</strong> sometimes the tank<br />

deck. Strict elimination <strong>of</strong> all possible sources <strong>of</strong> ignition (such as sparks) is essential. Other areas, like<br />

the accommodation, inevitably contain ignition sources such as electrical equipment, matches, <strong>and</strong><br />

cigarette lighters where it is essential to avoid the entry <strong>of</strong> flammable gas.<br />

In a tanker, certain areas/spaces are defined by international convention, flag administrations,<br />

legislation <strong>and</strong> classification societies as being dangerous/hazardous for the installation or use<br />

<strong>of</strong> electrical equipment either at all times or during specific periods such as loading, ballasting,<br />

tank cleaning or gas-freeing operations. Definitions <strong>of</strong> dangerous areas on tankers, detailed in the<br />

classification society rules, are derived from recommendations by the International Electrotechnical<br />

Commission (IEC) as to the types <strong>of</strong> electrical equipment that can be installed. All apparatus, systems<br />

<strong>and</strong> installations, including cables, conduits <strong>and</strong> similar equipment, should be maintained in good<br />

condition. To this end, they should be inspected regularly.<br />

All equipment, systems <strong>and</strong> installations should be inspected when first installed. Following any<br />

repair, adjustment or modification, those parts <strong>of</strong> the installation that have been disturbed should<br />

be checked in accordance with national requirements. The integrity <strong>of</strong> the protection afforded by the<br />

design <strong>of</strong> explosion-pro<strong>of</strong> or intrinsically-safe electrical equipment may be compromised by incorrect<br />

maintenance procedures. Even the simplest repair <strong>and</strong> maintenance operations must be carried out in
