LA UNIÓN EUROPEA EN EL MEDITERRÁNEOJosé María Casado RaigónUniversidad de CórdobaRESUMENLas relaciones euromediterráneas a lo largo de las riberasNorte y Sur del Mare Nostrum han sido intensas y fecundas alo largo de la historia, estando en la actualidad insertas en elproceso de construcción europea a través de la Unión por elMediterráneo y de la Política Europea de Vecindad. Se trata dedesarrollos inacabados en los que los resultados son un tantomodestos, si bien se han ido sentando las bases para unasrelaciones económicas, políticas y socioculturales másprometedoras, además de haberse creado un ambiente máscooperativo. Conforme se avanza en esas relaciones se observaque requieren transformaciones que presentan muchos desafíosy algunas aristas, estando la garantía de éxito ligada a que elproceso sea sentido como algo propio por cada una las dosorillas del Mediterráneo.ABSTRACTEuro-Mediterranean relations between the northern andsouthern shores of the Mare Nostrum have been intense andfruitful through out History. Now, they are embedded in theprocess of European integration through the Union for theMediterranean and the ENP. It´s a unfinished development inwhich the results are somewhat modest, although there havelaid the groundwork for most promising economic, political,social and cultural relations, in addition to having created amore cooperative environment. As we advance in theserelationships, we observe that changes are required. Thesechanges present many challenges and some edges, and theguarantee of success depends of that the process was meanas their own for each of the two Mediterranean shores.1. Representa el 7% de la población mundialy el 13% del PIB del planeta, mientras presenta grandes deficiencias en infraestructuras, algunasde ellas de carácter básico, como es el hecho, por ejemplo, de que la mitad de las aglomeracionesimportantes de la zona no tienen tan siquiera tratamiento de aguas residuales. Enormesintereses se encuentran en juego desde la perspectiva del acercamiento entre las orillasNorte y Sur del Mare Nostrum. Todos los países de la Unión Europea, y no sólo los grandespaíses ribereños del Norte –Francia, Italia y España–, tienen vocación de sentarse a la mesamediterránea y, por ello, dando un gran giro a iniciativas planteadas de forma algo unilateral porestos tres países –especialmente Francia–, el 13 de julio de 2008 los procesos y proyectosanteriores se transformaron en la Unión por el Mediterráneo –UM– bajo los auspicios de losveintisiete Estados Miembros de la UE y quince países de la ribera Sur.Las relaciones económicas entre el proceso de construcción europea y los países ribereñosdel Sur del Mediterráneo se remontan a los años sesenta del pasado siglo con la firma de losprimeros acuerdos comerciales de carácter preferencial y bilateral entre la entonces ComunidadEconómica Europea –CEE– y algunos de estos países. Más tarde, a principios de los añossetenta, en plena crisis del petróleo, resultado de las guerras árabe-israelíes, la CEE se vióobligada a adoptar una política común para asegurar el suministro energético de sus EstadosMiembros –EEMM–.
