LES VILLAGES OLYMPIQUES THE OLYMPIC VILLAGES
L'article N . 37 du Règlement olympique stipule que "le Comité organi-

sateur prévoira un Village olympique pour les hommes et un autre pour
les femmes, de façon à ce que athlètes et dirigeants puissent être logés
ensemble et nourris pour un prix raisonnable", ajoutant que "le Village
devra être situé aussi près que possible du stade principal, des terrains
d'entraînement et autres installations." Cet article déclare en outre que
"toutes mesures devront être prises pour faciliter la tâche des juges,
arbitres, inspecteurs, chronométreurs etc. désignés par les Fédéra-
tions internationales et agréés par le Comité international olympique."
Le Comité organisateur se chargea d'étudier en détail les moyens de
remplir ces engagements. On décida de construire deux résidences dis-
tinctes, l'une réservée aux concurrents, aux officiels et aux repré-
sentants de la presse, l'autre aux juges, aux arbitres, aux participants
du Programme culturel et aux journalistes indépendants, bien que le
Mexique n'ait eu aucune obligation vis-à-vis de ces derniers. Par décision
du président de la République, M. Gustavo Díaz Ordaz, sous le haut pa-
tronage duquel étaient placés les Jeux de la XIX Olympiade, le premier
de ces ensembles résidentiels reçut le nom de Village olympique Miguel
Hidalgo, le second celui de Village Narciso Mendoza.
Regulation 37 of the Olympic Charter stipulates that "The Organizing
Committee shall provide an Olympic Village for men and one for women
so that competitors and team officials can be housed together and fed
at a reasonable price," and that "The Village shall be located as close
as possible to the main stadium, practice fields and other facilities."
It further stipulates that "Arrangements shall also be made for the
accommodation of the judges, umpires, referees inspectors, time-
keepers, etc. appointed by the international federations within the
limits approved by the International Olympic Committee."
A thorough study was effected by the Organizing Committee to deter-
mine how to best fulfill these requirements. It was decided to construct
two separate complexes, one for competitors and officials and accred-
ited representatives of the information media, and a second for judges,
referees, participants in the Cultural Program and non-accredited news-
men. By order of the President of the Republic, Patron of the Games,
the first of these was designated Miguel Hidalgo Olympic Village and the
second the Narciso Mendoza Village. In addition to covering the require-
ments of Regulation 37, this plan provided housing and food for news-
men and Cultural Program participants not included in the regulation.
