,Ankara adopte une loi d'amnistie ,.
pour rebelles kurdes repentis
ISTANBUL L'Assemblée nationale turque a finalement approuvé,
mardi 29 juillet, une amnistie partielle pour les repentis du Parti des travailleurs
du Kurdistan (PKK, rebaptisé Kadek). Selon la nouvelle loi,
adoptée par 356 voix contre 71, les militants du PKK-Kadek qui n'ont
pas participé à des actes de Violence pourront rentrer chez eux immédiatement.
Les combattants, pour leur part, bénéficieront de réductions de
peine pour autant qu~i1sfoumis~nt des renseignements sur leur organisation.
L'amnistie partielle ne s'applique pas aux hauts responsables du
PKK.
Certains membres de l'opposition ont averti que, «au lieu de diminuer
le terrorisme, la loi risque de l'encourager ». Le dirigeant du Parti républicain
du peuple (CHP), Deniz Baykal, a déclaré que la loi avait été « commandée»
par les Etats-Unis. Washington, qui contrôle désormais le
nord de l'Irak, a promis de déloger les militants du PKK basés dans la
. région. Les Etats-Unis ont encouragé le gouvernement turc à adopter
cette amnistie partielle dans l'espoir de convaincre les militants de dépo-
. ser les armes volontairement. Le PKK-Kadek avait par avance rejeté
