A tentativa reformista <strong>de</strong> 1809 teria influido na posição dos "haciendados"<br />

na luta pela In<strong>de</strong>pendência Paraguaia?<br />

Segundo Wisner, Francia li<strong>de</strong>rou a posição dos "estanceiros" contra<br />

as espoliações que partiram <strong>de</strong> Lazaro Ribera (40).<br />

THE PARAGUAYAN RURAL PROPERTY AND THE DEFENCE<br />

AGAINST THE INDIANS<br />

SUMMARY<br />

Based on unedited manuscript documentation belonging to the<br />

Viscon<strong>de</strong> <strong>de</strong> Rio Branco, the author studied the problem of the Paraguayan<br />

rural property during the <strong>de</strong>ca<strong>de</strong> preciding that country's<br />

in<strong>de</strong>pen<strong>de</strong>nce.<br />

In 1809 the "inten<strong>de</strong>nte" Governor Eustaquio Gianini y Bentallol<br />

annuled some merce<strong>de</strong>s (grants) of land given in the region <strong>de</strong>nominated<br />

Costa Abajo, placed between Assunção and the Tabiquari<br />

mouth. The examined documentation ma<strong>de</strong> possible the correlation<br />

between the Inten<strong>de</strong>ncia Paraguayan and the Filosofia da Ilustração<br />

through the influence of Azara e Lastarria.<br />

Jovallanos, Campomanos and others discussed the problem of<br />

the agrarian property, in Spain, in the XVIII century. His i<strong>de</strong>as<br />

penetrated Rio da Prata brought by the settlers of the boundaries,<br />

Azara and Lastarria, established in 1777.<br />

Azara's influence becomes clear when we remember that he lived<br />

for a long time in Assunção in the years preceding the facts related<br />

in the above mentioned documents. Lastarria's influence appear in<br />

the very act of the paraguayan administration, annulling merce<strong>de</strong>s.<br />

It is interesting remembering that Lastarria presented to the Marques<br />

<strong>de</strong> Ovilés a plan for a new and more vigorous organization on<br />

internaI economy which was approved by the Junta <strong>de</strong> Fortificaciones<br />

y Defensa.<br />

The new wave of Indian attacks, the disorganization of the army<br />

and the abandonment by the mercedarios of the agrarian properties<br />

ma<strong>de</strong> the Governor Inte<strong>de</strong>nte re-establish the Realengas condition<br />

for the Costa Abajo properties.<br />
