of appropriate measures, including
those to be used when reclaiming
closed waste facilities.
Concerning the reclamation of closed
and abandoned facilities, the Commission
launched in January 2011
a tender for a study aiming at establishing
guidance on inspection
activities, exchange of information
on the reclamation of closed and
abandoned facilities and assessing
the benefits of updating the Best
Available Technique (BAT) reference
document.
Two seminars will be set up within
the framework of the implementation
of the study, one on inspection
and another on the rehabilitation of
the abandoned and closed facilities.
The final report is expected by early
2012.
One of the objectives of this study
is to support the Commission to
review the methodologies relating
to the reclamation of closed and
abandoned facilities in order to
develop a supporting document for
the Member States, as made clear
in the terms of reference comprised
in the study:
• an indication of the different main
categories and sub categories of the
abandoned and closed facilities that
could be listed in the future inventories
of the Member States. A first
indicative list of the relevant categories
has already been included in the
proposal and has taken into account
inventories available in some Member
States, as well as other relevant
sources of information detailed
therein.
• for each relevant category, an estimate
of the possible main threats
to the environment and public
health and an estimate of the possible
number of closed and abandoned
facilities in Member States
at EU 27 level shall be provided.
• information concerning responsible
bodies for possible rehabilitation
(public authorities, private
companies that exploited the sites,
private companies willing to re-use
the sites, and others). For each relevant
category and sub category
of abandoned and closed waste
facilities, a description of the main
rehabilitation options, an estimate
of the related costs and possible
environmental improvements shall
be provided.
• a simple and reliable method allowing
the competent authorities to
establish a pragmatic rehabilitation
programme focusing the main priorities
and taking into account that in
most cases rehabilitation works will
have to be funded by public authorities
with limited budget availability.
• good instances of rehabilitation
strategies as well as practical rehabilitation
examples should be
included in the study. All recommendations
should be fully in line
with the soil strategy as developed
by the Commission. If relevant, improvements
