of appropriate measures, including<br />
those to be used when reclaiming<br />
closed waste facilities.<br />
Concerning the reclamation of closed<br />
and abandoned facilities, the Commission<br />
launched in January 2011<br />
a tender for a study aiming at establishing<br />
guidance on inspection<br />
activities, exchange of information<br />
on the reclamation of closed and<br />
abandoned facilities and assessing<br />
the benefits of updating the Best<br />
Available Technique (BAT) reference<br />
document.<br />
Two seminars will be set up within<br />
the framework of the implementation<br />
of the study, one on inspection<br />
and another on the rehabilitation of<br />
the abandoned and closed facilities.<br />
The final report is expected by early<br />
2012.<br />
One of the objectives of this study<br />
is to support the Commission to<br />
review the methodologies relating<br />
to the reclamation of closed and<br />
abandoned facilities in order to<br />
develop a supporting document for<br />
the Member States, as made clear<br />
in the terms of reference comprised<br />
in the study:<br />
• an indication of the different main<br />
categories and sub categories of the<br />
abandoned and closed facilities that<br />
could be listed in the future inventories<br />
of the Member States. A first<br />
indicative list of the relevant categories<br />
has already been included in the<br />
proposal and has taken into account<br />
inventories available in some Member<br />
States, as well as other relevant<br />
sources of information detailed<br />
therein.<br />
• for each relevant category, an estimate<br />
of the possible main threats<br />
to the environment and public<br />
health and an estimate of the possible<br />
number of closed and abandoned<br />
facilities in Member States<br />
at EU 27 level shall be provided.<br />
• information concerning responsible<br />
bodies for possible rehabilitation<br />
(public authorities, private<br />
companies that exploited the sites,<br />
private companies willing to re-use<br />
the sites, and others). For each relevant<br />
category and sub category<br />
of abandoned and closed waste<br />
facilities, a description of the main<br />
rehabilitation options, an estimate<br />
of the related costs and possible<br />
environmental improvements shall<br />
be provided.<br />
• a simple and reliable method allowing<br />
the competent authorities to<br />
establish a pragmatic rehabilitation<br />
programme focusing the main priorities<br />
and taking into account that in<br />
most cases rehabilitation works will<br />
have to be funded by public authorities<br />
with limited budget availability.<br />
• good instances of rehabilitation<br />
strategies as well as practical rehabilitation<br />
examples should be<br />
included in the study. All recommendations<br />
should be fully in line<br />
with the soil strategy as developed<br />
