rehabilitation of the historic building stock. Th ese activities were carried out in<br />

cooperation and in formal partnerships with the private sector.<br />

Another interesting redevelopment project was carried out in the former<br />

Poznanski’s cotton factory in Lodz (Poland). In this case, the PPP mechanism was<br />

structured under an informal framework whereby the private actor was the main<br />

investor (cost of the whole investment estimated at €120 million) and the local<br />

authorities (city hall, marshal’s offi ce, and provincial heritage conservator) were<br />

involved in the design works and execution of the building renovation. Th e project<br />

included creation of a multifunctional center, which opened in 2006 under<br />

the name Manufaktura, housing entertainment, commercial, and cultural activities<br />

(including the National Museum of Modern Art, cofi nanced by the EU). Th e<br />

Manufaktura project has provided signifi cant impetus to the economic regeneration<br />

of the city core by focusing on an extensive derelict area (27 hectares) and has<br />

also had an important impact on the economy of the city as a whole. For instance,<br />

2,500 people were employed for the redevelopment, and 3,500 are now working<br />

in the center.<br />

Formal PPP arrangements usually have a robust structure composed of different<br />

parts that each play a key role in the implementation of a project. Figure<br />

8.5 presents a sample schema of the agents, parts, and relationships involved<br />
