Patient <strong>participation</strong> <strong>in</strong> elective surgery <strong>safety</strong> <strong>in</strong> Portugal<br />

diagnosis, prognosis, and treatment options, with <strong>risks</strong> and benefits, and frequently<br />

provides a medical op<strong>in</strong>ion and a treatment recommendation”, while <strong>patient</strong>s “contribute<br />

their unique set of values, preferences, and <strong>health</strong> <strong>care</strong> goals through which they<br />

<strong>in</strong>terpret the treatment recommendation” (83). The read<strong>in</strong>ess of HCWs and <strong>patient</strong>s to<br />

do this, however, also depends on awareness and literacy.<br />

Health promotion/<strong>health</strong> literacy-<strong>related</strong> campaigns<br />

The M<strong>in</strong>istry of Health and <strong>health</strong> <strong>care</strong> <strong>in</strong>stitutions provide several tools to improve<br />

<strong>health</strong> literacy and <strong>patient</strong> <strong>participation</strong>, based on the new role of the citizen and the<br />

whole community as partners <strong>in</strong> the decision-mak<strong>in</strong>g process (84).<br />

M<strong>in</strong>istry of Health<br />

Some M<strong>in</strong>istry of Health tools contribute to enabl<strong>in</strong>g <strong>patient</strong> engagement <strong>in</strong> assur<strong>in</strong>g<br />

<strong>health</strong> <strong>care</strong> quality through <strong>in</strong>formation, education and consultation projects: these are<br />

also applicable to surgical practice. Describ<strong>in</strong>g the national news coverage <strong>in</strong> the doma<strong>in</strong><br />

of <strong>health</strong> literacy, the technical office of the national <strong>health</strong> plan 2011–2016 lists the<br />

follow<strong>in</strong>g as the M<strong>in</strong>istry of Health’s <strong>in</strong>formation sources: the M<strong>in</strong>istry of Health web<br />

site (85), L<strong>in</strong>ha Saúde 24 (a 24-hour <strong>health</strong> phone l<strong>in</strong>e) (86) and L<strong>in</strong>ha do Cidadão<br />

Idoso (a phone l<strong>in</strong>e for older people) (87).<br />

All M<strong>in</strong>istry of Health <strong>in</strong>stitutions have a web site, with areas designed to <strong>in</strong>form <strong>patient</strong>s<br />

(51). The <strong>health</strong> portal (85) is a good example, provid<strong>in</strong>g <strong>in</strong>formation about organizations<br />

and policies, <strong>health</strong> topics and access to services. This web site has 250 000 visits monthly<br />

and around 8220 daily. It also provides general <strong>in</strong>formation on issues such as <strong>patient</strong>s’<br />

rights and available services. In the section “Users’ rights and duties”, citizens can access the<br />

Charter of Patients’ Rights and Duties (34), the Charter of In<strong>patient</strong>s’ Rights and Duties (36)<br />

and the NHS users’ guide (53). A l<strong>in</strong>k to the “Yes citizen” platform is also available, which<br />

aims to collect, register and analyse all suggestions and compla<strong>in</strong>ts from NHS users (49).<br />

The M<strong>in</strong>istry of Health web site also provides specific <strong>in</strong>formation <strong>related</strong> to surgical<br />

practice. The results of some service <strong>in</strong>dicators relative to elective surgery, such as the<br />

number of surgeries carried out and wait<strong>in</strong>g lists, and l<strong>in</strong>ks to <strong>related</strong> legislation are<br />

available <strong>in</strong> the “Registered surgery list” section.<br />

L<strong>in</strong>ha Saúde 24 (86) is a permanent <strong>health</strong> l<strong>in</strong>e focused on counsell<strong>in</strong>g and guidance for<br />

<strong>patient</strong>s. It receives on average 2500 calls daily (2009) (84).<br />

The Justice Ombudsman web site (88) <strong>in</strong>forms citizens about their rights and benefits<br />

<strong>in</strong> the <strong>health</strong> field and provides <strong>in</strong>formation about opportunities to compla<strong>in</strong>. Two help<br />

l<strong>in</strong>es have been created, one for children and one for older people (cited above), and a<br />

“disability citizen’s l<strong>in</strong>e” is be<strong>in</strong>g trialled (88). There is no available <strong>in</strong>formation about<br />

number of visits to the Justice Ombudsman’s web site.<br />

One of the M<strong>in</strong>istry of Health projects is the “More Health” television channel. The<br />

aim of this project, coord<strong>in</strong>ated by the High Commissioner for Health, is to improve<br />

citizens’ <strong>health</strong> literacy and empower them through <strong>in</strong>formation and the broadcast<strong>in</strong>g<br />

of positive and creative content <strong>related</strong> to <strong>health</strong> promotion and disease prevention, <strong>in</strong><br />
