ENhANCING ThE pATIENTS’ ROLE IN<br />

pATIENT SAFETY IN ThE NEThERLANDS<br />

Objective<br />

In 2009, the Netherlands Organization for Health Research and Development<br />

asked the Institute for Health<strong>care</strong> Improvement to conduct research <strong>in</strong>to the role<br />

of the consumer <strong>in</strong> <strong>patient</strong> <strong>safety</strong>. The purpose of this <strong>in</strong>ternational research and<br />

its recommendations on how <strong>patient</strong>s/consumers and <strong>health</strong> <strong>care</strong> professionals<br />

can together improve <strong>patient</strong> <strong>safety</strong> (with <strong>patient</strong>s as partners with<strong>in</strong> <strong>health</strong> <strong>care</strong><br />

teams) is to report on exist<strong>in</strong>g knowledge and problems. The focus is on develop<strong>in</strong>g<br />

recommendations for the potential and desired role of the client based on current<br />

<strong>in</strong>sights, highlight<strong>in</strong>g necessary further research <strong>in</strong> the area and suggest<strong>in</strong>g any further<br />

practical developments.<br />

Method<br />

The timel<strong>in</strong>e for this qualitative exploratory research was six months. The ma<strong>in</strong> question<br />

was about how to give consumers a role <strong>in</strong> <strong>patient</strong> <strong>safety</strong> to improve their <strong>safety</strong> <strong>in</strong><br />

<strong>health</strong> <strong>care</strong>, based on four subquestions.<br />

1. What is known about effects, <strong>risks</strong> and factors when engag<strong>in</strong>g <strong>patient</strong>s?<br />

2. What is known about <strong>in</strong>terventions (<strong>in</strong>itiatives) on the role of consumers <strong>in</strong> <strong>patient</strong><br />

<strong>safety</strong>?<br />

3. What op<strong>in</strong>ions do <strong>health</strong> <strong>care</strong> professionals, <strong>patient</strong>s and policy-makers have about<br />

mak<strong>in</strong>g consumers members of the <strong>health</strong> <strong>care</strong> team to improve <strong>patient</strong> <strong>safety</strong>?<br />

4. How can exist<strong>in</strong>g gaps <strong>in</strong> the development of a further role for consumers <strong>in</strong><br />

<strong>patient</strong> <strong>safety</strong> be addressed?<br />

The study consisted of four steps:<br />

1. an <strong>in</strong>ternational literature review was carried out us<strong>in</strong>g 20 keywords <strong>in</strong> 4 databases,<br />

result<strong>in</strong>g <strong>in</strong> 541 articles (research cover<strong>in</strong>g the period 1999–2009); 38 articles were<br />

selected and analysed by a matrix of 4 subquestions;<br />

2. an <strong>in</strong>ternational web search resulted <strong>in</strong> 24 concrete <strong>in</strong>terventions to engage<br />

clients and to educate professionals on engag<strong>in</strong>g clients <strong>in</strong> <strong>patient</strong> <strong>safety</strong>; these<br />

<strong>in</strong>terventions were analysed by a matrix;<br />

3. 21 semistructured <strong>in</strong>terviews with 24 national <strong>patient</strong> <strong>safety</strong> experts (cure, <strong>care</strong>,<br />

<strong>patient</strong> and policy organizations) were analysed by a matrix of 4 subquestions; and<br />
