6.2 Measuring Bilingual Proficiency<br />

In Singo Di Garhi levels of proficiency in Urdu were<br />

studied while in Sherpur levels of proficiency in both Urdu <strong>and</strong><br />

Pashto were studied. The highest level of proficiency which the<br />

Sentence Repetition Tests that were used are capable of<br />

measuring is RPE level 3+-<strong>and</strong>-above, which covers a range<br />

between high functional control <strong>and</strong> near mother-tongue<br />

proficiency. The percentage of the subjects from these two<br />

communities who demonstrated proficiency at this highest level<br />

is displayed in figure (6.5).<br />

From figure (6.5) it can be observed that the men of Singo<br />

Di Garhi who have not had access to education have not in<br />

general found other means of learning Urdu. Few of them have<br />

attained the higher levels of Urdu proficiency. On the other h<strong>and</strong>,<br />

half the uneducated men of Sherpur have found other, informal<br />

means for learning.<br />

The average scores on the Urdu SRT (expressed in RPE<br />

levels) for educated <strong>and</strong> uneducated men <strong>and</strong> women are<br />

displayed in figure (6.6).
