Some neoliberal propositions about individual leadership are confirmed<br />

by the case. The scientific uncertainties concerning the environmental<br />

impact of ocean dumping and significant differences in the willingness and<br />

capacity of st<strong>at</strong>es to protect the marine environment cre<strong>at</strong>ed significant barriers<br />

to agreement in the London Convention negoti<strong>at</strong>ions. Thus, to reach<br />

agreement, policy entrepreneurs inside the Stockholm secretari<strong>at</strong> followed<br />

a multifacted str<strong>at</strong>egy. In addition to helping governments identify areas of<br />

common concern and environmental problems th<strong>at</strong> could be solved<br />

through intern<strong>at</strong>ional cooper<strong>at</strong>ion, they fashioned and advoc<strong>at</strong>ed a tre<strong>at</strong>y<br />

form th<strong>at</strong> could expedite intern<strong>at</strong>ional environmental negoti<strong>at</strong>ions, tackle<br />

the problem of insufficient knowledge, separ<strong>at</strong>e science and politics, provide<br />

a gradual piecemeal approach to ocean dumping regul<strong>at</strong>ion, and<br />

accommod<strong>at</strong>e the interests of both developed and developing countries—<br />

namely, the system of black and gray lists.<br />

Intern<strong>at</strong>ional pressure was an important element in reaching agreement<br />

on the regime. World public opinion pressured st<strong>at</strong>es to act and focused<br />

intern<strong>at</strong>ional expect<strong>at</strong>ions on an area of possible global agreement. As suggested<br />

by the approach concerned with transn<strong>at</strong>ional coalitions of policy<br />

entrepreneurs, the next chapter will document th<strong>at</strong> the Stockholm secretari<strong>at</strong><br />

intensively mobilized global public opinion and intern<strong>at</strong>ional pressure<br />

during the prepar<strong>at</strong>ions for the Stockholm conference.
