to society and to policy practitioners and decision makers, it is necessary
to examine the substantive contents of regime policies and show how
ideas interact with interests in the rise and demise of regime policies.
Building on such knowledge, it might be possible to correct socially harmful
regime policies and create future environmental policies and regimes
that increase aggregate welfare. Nonetheless, it seems quite likely that we
in the future will witness other examples of international ideas and norms
having significant effect on international policy, particularly on issues seen
as threats to the environment and collective human welfare.
