Power-based explan<strong>at</strong>ions would also have difficulties accounting for<br />

how the global ocean dumping regime was built and for how and why st<strong>at</strong>es<br />

managed to reach agreement. Realists claim th<strong>at</strong> regime form<strong>at</strong>ion would<br />

be very unlikely in a situ<strong>at</strong>ion of significantly opposed interests among<br />

developed and developing countries. As was discussed in chapter 3, they<br />

would predict th<strong>at</strong> the hegemon, perhaps together with other powerful<br />

st<strong>at</strong>es, would have to use force, side payments, or manipul<strong>at</strong>ion of incentives<br />

to build the regime.<br />

In this regime-form<strong>at</strong>ion process, however, U.S. leadership was based<br />

on ide<strong>at</strong>ional power. The United St<strong>at</strong>es <strong>at</strong>tempted to initi<strong>at</strong>e cooper<strong>at</strong>ion<br />

by demonstr<strong>at</strong>ing to other n<strong>at</strong>ions the advantages of cooper<strong>at</strong>ion. Political<br />

and administr<strong>at</strong>ive leaders emphasized th<strong>at</strong> the ocean dumping problem<br />

had to be dealt with effectively <strong>at</strong> home before intern<strong>at</strong>ional negoti<strong>at</strong>ions<br />

were initi<strong>at</strong>ed. As a represent<strong>at</strong>ive of the Council on Environmental<br />

Quality said before a congressional hearing: “If the United St<strong>at</strong>es is in<br />

fact to exercise leadership in this critical area, if it is to persuade other<br />

n<strong>at</strong>ions to control their ocean disposal of wastes, then it is essential th<strong>at</strong><br />

the United St<strong>at</strong>es first put its own house in order. In my opinion, prompt<br />

and favorable action by Congress to establish effective regul<strong>at</strong>ion of<br />

ocean dumping is a prerequisite to action by other n<strong>at</strong>ions.” (Gordon J.<br />

Similarly, a sen<strong>at</strong>or declared just a few weeks before government represent<strong>at</strong>ives<br />

met in the London Conference: “If the United St<strong>at</strong>es does not<br />

take the affirm<strong>at</strong>ive action to secure authority to control ocean dumping<br />

from its own shores, we cannot expect to be persuasive or to maintain the<br />

credibility of our leadership on this issue <strong>at</strong> the intern<strong>at</strong>ional meeting in<br />

London.” (Sen. James Buckley, Congressional Record: Sen<strong>at</strong>e, October<br />

3, 1972, p. 33311) Power-based theories, however, are concerned with<br />

leadership through coercion and force. 10 No <strong>at</strong>tention is paid to leadership<br />

based on persuasion and readiness to deal with a common thre<strong>at</strong> or a collective<br />

problem.<br />

It seems quite clear, finally, th<strong>at</strong> U.S. leadership was a necessary but not<br />

a sufficient condition for the construction of the global ocean dumping<br />

regime. Chapter 6 showed th<strong>at</strong> policy entrepreneurs active inside the<br />

Stockholm secretari<strong>at</strong> played a crucial role in the negoti<strong>at</strong>ions. But realists’<br />

preference for system-level explan<strong>at</strong>ions diverts <strong>at</strong>tention away from<br />

policy entrepreneurship by high officials of intern<strong>at</strong>ional organiz<strong>at</strong>ions.
