many regime analysts would concur with the view th<strong>at</strong> “the politics of new<br />
resource issues [“those resources th<strong>at</strong> are of recent origin elsewhere than<br />
on or under land: in ocean beds, outer space, clim<strong>at</strong>e and the geosynchronous<br />
orbit”] is unlikely to be sustained by the hue and cry of mass publics<br />
or burdened or facilit<strong>at</strong>ed by their mobiliz<strong>at</strong>ion and intervention” (Rosenau<br />
1993, p. 81).<br />
The in<strong>at</strong>tention to public ideas and ide<strong>at</strong>ional factors reflects the fact th<strong>at</strong><br />
regime analysis (including knowledge-based regime analysis to some extent)<br />
adopts basic concepts and notions of realism, r<strong>at</strong>ional-choice theory, game<br />
theory, and the study of regional integr<strong>at</strong>ion and intern<strong>at</strong>ional organiz<strong>at</strong>ions.<br />
Scholars in these traditions have focused almost exclusively on<br />
str<strong>at</strong>egic action and on r<strong>at</strong>ionalistic elements of elite behavior within and<br />
among st<strong>at</strong>es and intern<strong>at</strong>ional organiz<strong>at</strong>ions. Although evidently important,<br />
power understood in a m<strong>at</strong>erialistic sense and distributive aspects of<br />
environmental policy within and among st<strong>at</strong>es have <strong>at</strong>tracted inordin<strong>at</strong>e<br />
<strong>at</strong>tention as a result. Scholars ignore the roles of policy entrepreneurs and<br />
public ideas in the mobiliz<strong>at</strong>ion of political and public support, in the justific<strong>at</strong>ion<br />
of policy, and in the establishment of political legitimacy in<br />
regime processes.<br />
In contrast, a number of recent studies in compar<strong>at</strong>ive politics and intern<strong>at</strong>ional<br />
rel<strong>at</strong>ions have concluded th<strong>at</strong> ideas constitute a significant independent<br />
variable in policy processes. Supporters of the emerging ide<strong>at</strong>ional<br />
approach have found evidence of causal effects of ideas across a number of<br />
areas of foreign policy and intern<strong>at</strong>ional policy. These studies, which cover<br />
intern<strong>at</strong>ional cooper<strong>at</strong>ion in public health, macroeconomic policy, monetary<br />
policy, trade policy, development str<strong>at</strong>egy, human rights, military<br />
affairs, foreign policy, intern<strong>at</strong>ional political change, and European Union<br />
policy making, conclude th<strong>at</strong> policy choices and policy development can be<br />
explained s<strong>at</strong>isfactorily only if ide<strong>at</strong>ional factors are taken into account. 18<br />
Regime analysts, however, apart from studying the role of scientists, epistemic<br />
communities, and knowledge brokers, have considered ide<strong>at</strong>ional factors<br />
to be of minor significance for environmental regimes.<br />
In addition to presenting an empirical study of ide<strong>at</strong>ional factors, I empirically<br />
document a global regime process th<strong>at</strong> differs significantly from exclusively<br />
power-based, interest-based, and knowledge-based propositions<br />
about the dynamics of regimes. Careful empirical studies are necessary in<br />
order to better understand the impact of ideas on intern<strong>at</strong>ional policy, in
