intern<strong>at</strong>ional organiz<strong>at</strong>ions <strong>at</strong>tempt to increase the flexibility and the distributive<br />

fairness of environmental regimes. And, by focusing public expect<strong>at</strong>ions<br />

on intern<strong>at</strong>ional environmental negoti<strong>at</strong>ions, they help to secure<br />

sign<strong>at</strong>ures of st<strong>at</strong>es <strong>at</strong> a l<strong>at</strong>er stage.<br />

I also present a detailed empirical study of the recent dram<strong>at</strong>ic change<br />

of the global ocean dumping regime. In 1983 an anti-dumping transn<strong>at</strong>ional<br />

coalition imposed a mor<strong>at</strong>orium on radwaste disposal, and in<br />

1993 agreement was reached on a permanent global radwaste disposal<br />

ban. This regime change can be explained s<strong>at</strong>isfactorily only if the actions<br />

of an ENGO are taken into account, independent of st<strong>at</strong>e interests, epistemic<br />

communities, or other more privileged explan<strong>at</strong>ory approaches. An<br />

ENGO acted as a c<strong>at</strong>alyst in the transform<strong>at</strong>ion of the regime and was<br />

instrumental in changing the regime’s norms, rules, and principles.<br />

Beginning in the l<strong>at</strong>e 1970s, Greenpeace Intern<strong>at</strong>ional, a well-staffed, professional,<br />

global ENGO, mobilized n<strong>at</strong>ional and intern<strong>at</strong>ional public<br />

opinion and strengthened a transn<strong>at</strong>ional anti-dumping coalition by mobilizing<br />

other ENGOs, special-interest groups, and mass constituencies.<br />

Moreover, Greenpeace <strong>at</strong>tacked the scientific and regul<strong>at</strong>ory principles and<br />

norms of the regime, and monitored compliance by st<strong>at</strong>es. Which are the<br />

principal propositions regarding the influence of ENGOs eman<strong>at</strong>ing from<br />

this study? The study suggests th<strong>at</strong> ENGOs influence environmental<br />

regimes primarily by mobilizing intern<strong>at</strong>ional public opinion, by building<br />

transn<strong>at</strong>ional environmental coalitions, by monitoring the environmental<br />

commitments of st<strong>at</strong>es, and by advoc<strong>at</strong>ing precautionary action and environmental<br />

protection.<br />

This case documents th<strong>at</strong> even powerful st<strong>at</strong>es can be pressured to adjust<br />

their environmental policy in accordance with regime norms and principles.<br />

ENGO pressure was medi<strong>at</strong>ed and enhanced by the global ocean<br />

dumping regime. Three medi<strong>at</strong>ing effects of the regime should be noted. By<br />

serving as a global institutional focal point for the governmental and nongovernmental<br />

opposition to radwaste disposal, the regime strengthened<br />

the anti-dumping coalition. Also, within the framework of the regime, the<br />

anti-dumping governmental coalition adopted resolutions and tre<strong>at</strong>y<br />

amendments aimed <strong>at</strong> halting radwaste disposal. This significant legal<br />

transform<strong>at</strong>ion affected the regime’s principles, norms, and rules. Finally,<br />

the anti-dumping governmental coalition used the regime to establish global<br />

behavioral norms and standards th<strong>at</strong> put pressure on countries to make
