Q: Absolutely. <strong>The</strong>re's a little bit of posturing – not a little bit, a hell of a lot of posturing<br />

on the part of the system, the bureaucrats in Washington want to show they're tough. It<br />

goes out to the field, it's not going to fly, or it's going to be offensive. It's not going to<br />

work.<br />

MILLER: So Tom sent this message, this ukase, which said, basically, "I know what it's<br />

like to be ambassador, so you re<strong>for</strong>mulate it in a way that makes the message deliverable,<br />

<strong>and</strong> if you don't think you should send it, tell us. We'll try again." That's very practical,<br />

that's very useful. It's the kind of knowledge <strong>and</strong> professional craft that has to be used to<br />

make our system work well. I would like to end by making a few more points about the<br />

value of a career that extends over several decades. I am involved now on a very delicate,<br />

extremely important project <strong>for</strong> an NGO, Search For Common Ground, which is in<br />

essence, a dialogue between US physicists <strong>and</strong> their Iranian counterparts on the subject of<br />

the peaceful issues of nuclear technology <strong>and</strong> the limits of the NPT.<br />

This project is useful because there are, at present, no official relations between the<br />

United States <strong>and</strong> Iran. This is the perfect fit of Track II NGOs whose purpose is to keep<br />

dialogue going to present different approaches when these are all deadlocks or stalemates<br />

<strong>and</strong> to act as in<strong>for</strong>med go between when the parties refuse or are unable to talk.<br />

In the present impasse between Iran <strong>and</strong> the United States a number of <strong>for</strong>eign diplomats<br />

have been very helpful such as Timotheus (Tim) Guldimann, who was Swiss ambassador<br />

to Tehran <strong>and</strong> Jan Eliason the Swedish President of the United Nations Geneva<br />

Assembly, who was ambassador to the United States until this summer. Jan had been<br />

involved with Iran when he was serving as a member of the Swedish delegation to the<br />

United Nations during the period of the Iran-Iraq War <strong>and</strong> had gone to Tehran to help<br />

negotiate an end to the conflict. He has maintained an interest in Iran since that time. Jan<br />

<strong>and</strong> I have seen each other since he served in Washington as a junior officer in the<br />

Swedish Embassy <strong>and</strong> I was a staff aide on the Hill during the Vietnam issues of the<br />

1960s. We are working together on Iran now.<br />

Tim Guldimann is my European counterpart on the Search <strong>for</strong> Common Ground Iran<br />

project. He has been working with the EU diplomats he has knows over the years <strong>and</strong> at<br />

the IAEA to develop dialogue on the technical issues of IAEA en<strong>for</strong>cement of NPT limits<br />

on the pursuit of the peaceful uses of nuclear technology. Tim <strong>and</strong> I share experiences in<br />

Iran, Nagorno-Karabakh <strong>and</strong> in Russia. We have become good friends through our<br />

common interests. We are able to draw on our networks of colleagues <strong>and</strong> friends<br />

developed over the years in advancing this very difficult project on Iran’s nuclear<br />

problems.<br />

Tom Pickering is a part of this ef<strong>for</strong>t as is Bill Luers <strong>and</strong> many others. A lifetime in<br />

various battles with first rate professionals makes it possible to take on even the most<br />

intractable issues like the present impasse with Iran over its nuclear program.<br />
