For non-road machinery and working equipment <strong>the</strong> detailed methodology determines <strong>the</strong><br />

amount of fuel used. The subsequent adjustment of fuel totals to be used in <strong>the</strong> estimates for o<strong>the</strong>r<br />

sectors (see Section 3.2.1) ensures that no double counting of emissions is made.<br />

For <strong>the</strong> remaining transport sectors <strong>the</strong> simple method ensure that all fuel is accounted for in <strong>the</strong><br />

emission estimations.<br />

As a part of <strong>the</strong> general QA/QC work all time-series of emissions in <strong>the</strong> NFR and SNAP source<br />

categories are examined and significant changes are checked and explained. Moreover, a comparison<br />

is made to <strong>the</strong> previous year’s estimate and any major changes are verified. As a last point, a<br />

data transfer control is made from SNAP source categories to aggregated NFR source categories.<br />

A sector report for road transport and o<strong>the</strong>r mobile sources is published each year. Prior to it’s<br />

publication <strong>the</strong> draft report is reviewed by two external experts. The expert recommendations are<br />

used to improve <strong>the</strong> work on inventories and documentation. Some important recommendations<br />

to <strong>the</strong> 2002 sector report were to include tables with emission factors and total emissions in <strong>the</strong><br />

main report part, and to explain <strong>the</strong> level of fuel differences for road transport and civil aviation<br />

according to fuel balance. These recommendations have subsequently been incorporated in <strong>the</strong><br />

2002 sector report (Win<strong>the</strong>r, 2004) and <strong>the</strong> present NIR report.<br />

The recommendations of <strong>the</strong> reviewers are also to include some text in <strong>the</strong> sector report for each<br />

transport mode explaining <strong>the</strong> existing emission legislation and <strong>the</strong> associated emission test procedures.<br />

In addition more documentation of background data and trends should be given in cases<br />

where Tier2 estimates are made. These recommendations will be considered in <strong>the</strong> next sector and<br />

NIR reports.<br />

Formal agreements of data deliverance have been made between NERI as an inventory agency and<br />

relevant institutions to ensure <strong>the</strong> provision of consistent, accurate and timely background data<br />

used in <strong>the</strong> national inventory. The institutions are <strong>the</strong> Danish State Railways (DSB) (emission<br />

factors for diesel locomotives), CAA-DK (flight data) and DEA (energy statistics). At <strong>the</strong> moment a<br />

formal agreement is being negotiated with <strong>the</strong> Danish Ministry of Transport (road transport fleet<br />

and mileage data).<br />

Presently <strong>the</strong> level of QA/QC of <strong>the</strong> Danish emission inventories for transport is incomplete in<br />

comparison to <strong>the</strong> prescriptions given in <strong>the</strong> IPCC Good Practice Guidance and Uncertainty Management<br />

in <strong>National</strong> Greenhouse Gas Inventories (IPCC). It will, however, continuously be aspired<br />

to improve <strong>the</strong> QA/QC according to <strong>the</strong> IPCC Good Practice Guidelines (IPCC, 2000), and work<br />

will be initiated to improve next year’s inventory in this part.<br />

3.3.5 Recalculations<br />

The following recalculations and improvements of <strong>the</strong> emission inventories have been made since<br />

<strong>the</strong> emission reporting in 2003:<br />

Road transport<br />

For <strong>the</strong> years 2000-2002 <strong>the</strong> division of <strong>the</strong> moped fleet into EURO categories has been changed<br />

due to better information from <strong>the</strong> Danish Motorcycle Association. In addition <strong>the</strong> fuel consumption<br />

factors for EURO I and II mopeds have been corrected for <strong>the</strong> same years.<br />

Also for 2000-2002 <strong>the</strong> general gasoline RVP value has been changed to 60 for <strong>the</strong> month of September,<br />

according to information from <strong>the</strong> Danish EPA.<br />
