4.6.2 Methodological issues<br />

The data for emissions of HFCs, PFCs, and SF has been obtained in continuation on work on in-<br />

ventories for previous years. The determination includes <strong>the</strong> quantification and determination of<br />

any import and export of HFCs, PFCs, and SF contained in products and substances in stock form.<br />

This is in accordance with <strong>the</strong> IPCC-guideline (IPCC (1996), vol. 3, p. 2.43ff) as well as <strong>the</strong> relevant<br />

decision trees from <strong>the</strong> IPCC Good Practice Guidance (GPG, IPCC (1999) p. 3.53ff).<br />

For <strong>the</strong> Danish inventories of F-gases basically a Tier 2 bottom up approach is used. As for verification<br />

using import/export data a Tier 2 top down approach is applied. In an annex to <strong>the</strong> F-gas<br />

inventory report 2003 (Danish Environmental Protection Agency, <strong>2005</strong>), <strong>the</strong>re is a specification of<br />

<strong>the</strong> applied approach for each sub-source category.<br />

The following sources of information have been used:<br />

• Importers, agency enterprises, wholesalers, and suppliers<br />

• Consuming enterprises, and trade and industry associations<br />

• Recycling enterprises and chemical waste recycling plants<br />

• Statistics Denmark<br />

• Danish Refrigeration Installers’ Environmental Scheme (KMO)<br />

• Previous evaluations of HFCs, PFCs, and SF 6<br />

Suppliers and/or producers provide consumption data of F-gases. Emission factors are primarily<br />

defaults from GPG, which are assessed to be applicable in a national context. In case of commercial<br />

refrigerants and Mobile Air Condition (MAC), national emission factors are defined and used.<br />

Import/export data for sub-source categories where import/export are relevant (MAC,<br />

fridge/freezers for household) are quantified on estimates from import/export statistic of products<br />

+ default values of <strong>the</strong> amount of gas in <strong>the</strong> product. The estimates are transparent and described<br />

in <strong>the</strong> annex to <strong>the</strong> report referred to above.<br />

The Tier 2 - bottom-up analysis used for determination of emissions from HFCs, PFCs, and SF 6<br />

covers <strong>the</strong> following activities:<br />

• Screening of <strong>the</strong> market for products in which F-gases are used<br />

• Determination of averages for <strong>the</strong> content of F-gases per product unit<br />

• Determination of emissions during <strong>the</strong> lifetime of products and disposal<br />

• Identification of technological development trends that have significance for <strong>the</strong> emission of Fgases<br />

• Calculation of import and export on <strong>the</strong> basis of defined key figures, and information from Statistics<br />

Denmark on foreign trade and industry information<br />

The determination of emissions of F-gases is based on a calculation of <strong>the</strong> actual emission. The actual<br />

emission is <strong>the</strong> emission in <strong>the</strong> evaluation year, accounting for <strong>the</strong> time lapse between consumption<br />

and emission. The actual emission includes Danish emissions from <strong>the</strong> production, from<br />

products during <strong>the</strong>ir lifetimes, and from waste products.<br />

Consumption and emissions of F-gases are whenever possible carried out for individual substances,<br />

even though <strong>the</strong> consumption of certain HFCs has been very limited. This has been done<br />

to ensure transparency of evaluation in <strong>the</strong> determination of GWP-values. However, <strong>the</strong> continued<br />

use of a category for O<strong>the</strong>r HFCs has been necessary since not all importers and suppliers have<br />

specified records of sales for individual substances.<br />
