Key levels are defined in the data structure as:
Level 1, Collection of external data
Collection of external data sources from different sectors and statistical surveys typically reported
on a yearly basis. Level 1 data consist of raw data, having identical format as the data received and
gathered from external sources. Level 1 data acts as a base set, on which al subsequent calculations
are based. If alterations in calculation procedures are made they is based on the same data set.
