2.1.1 Quality Control<br />

The QC has to be based on clear measurable factors, o<strong>the</strong>rwise <strong>the</strong> QP will end up being just a<br />

lose declaration of intent. Thus in <strong>the</strong> following a series of Point for Measuring (PM) is identified<br />

as building blocks for a solid QC. The levels refer to <strong>the</strong> data structure outlined in Figure<br />

2. This part of <strong>the</strong> development for QC is still <strong>under</strong> discussion and may thus be adjusted<br />

during <strong>2005</strong>.<br />

Level 1<br />

Transparency<br />

The reasoning behind any specific value of external data has to be perceptible.<br />

PM 1.1: One to one references for any external data source has to be<br />

available for any single number in any data set.<br />

The data at level 1 has to be perceptible in relation to inventory work at higher levels, where<br />

questions regarding <strong>the</strong> output of <strong>the</strong> emission inventory can be assessed by tracking back to<br />

<strong>the</strong> base set.<br />

PM 1.2: The data Id at level 1 has to be linked directly to <strong>the</strong> Ids used<br />

in higher level data sets.<br />

Consistency<br />

The consistency has to be kept as much as possible at level 1<br />

PM 1.3: The origin of external data has to be preserved when it is possible<br />

without damaging o<strong>the</strong>r PM’s<br />

Comparability<br />

Not relevant PM at this level<br />

Completeness<br />

The collection of external data needs to be complete in order not to miss important and potential<br />

available information<br />

PM 1.4: Documentation showing that all possible national data<br />

sources are included by setting up <strong>the</strong> reasoning for <strong>the</strong> selection of<br />

Accuracy<br />

The best available external data sources have to be applied.<br />

PM 1.6: Quantification of <strong>the</strong> uncertainty level of every single data<br />

value including <strong>the</strong> reasoning for <strong>the</strong> specific values.<br />
