6 QA/QC and validation<br />

The elaboration of a formal QA/QC plan started in 2004. A first draft QA/QC plan<br />

(in Danish) for stationary combustion has been developed and this draft version is<br />

now applied as one of two sector specific QA/QC cases. Adaptation to <strong>the</strong> general<br />

QA/QC plan will be performed in <strong>2005</strong>.<br />

The draft QA/QC plan for stationary combustion includes:<br />

− Documentation concerning external data sources, including contacts, contracts<br />

with data supplier, archiving and suggested QC.<br />

− Compilation of <strong>the</strong> data for <strong>the</strong> emission database, including current QC and suggested<br />

QC<br />

− Data input to <strong>the</strong> emission database, including information on whe<strong>the</strong>r <strong>the</strong> data<br />

transfer is manual or not, current QC during and after data input, suggested QC.<br />

− Emission inventory, including current and suggested QC of <strong>the</strong> emission inventory<br />

(consistency and completeness)<br />

− Data transfer from <strong>the</strong> emission database to <strong>the</strong> reporting formats, including current<br />

and planned QC and archiving.<br />

− A suggestion for <strong>the</strong> future archiving structure<br />

− A time schedule for <strong>the</strong> QC plan<br />

− QA<br />

− Verification<br />

The QC is not implemented yet. This year <strong>the</strong> QC procedures applied are <strong>the</strong> same as<br />

those applied last year. The QC includes:<br />

• Checking of time-series in <strong>the</strong> IPCC and SNAP source categories. Considerable<br />

changes are controlled and explained.<br />

• Comparison with <strong>the</strong> inventory of <strong>the</strong> previous year. Any major changes are verified.<br />

• Total emission, when aggregated to IPCC and LRTAP reporting tables, is compared<br />

with totals based on SNAP source categories (control of data transfer).<br />

• A manual log table in <strong>the</strong> emission databases is applied to collect information<br />

about recalculations.
