VISIONARY<br />
Does the downtown have strong leaders who collaborate to achieve a shared vision?<br />
Downtown London’s shared vision for a thriv<strong>in</strong>g place<br />
<strong>of</strong> enterta<strong>in</strong>ment and culture with a grow<strong>in</strong>g<br />
residential base was set out <strong>in</strong> the Downtown<br />
Millennium Plan <strong>of</strong> 1998. This vision has been<br />
strongly pursued s<strong>in</strong>ce the 1990s by committed<br />
elected <strong>of</strong>ficials, City staff and the Downtown London<br />
bus<strong>in</strong>ess improvement organization (formerly<br />
Ma<strong>in</strong>street London). London’s successful downtown<br />
revitalization has been described as “many people<br />
tak<strong>in</strong>g many small steps, rather than look<strong>in</strong>g to a<br />
‘silver bullet’ to solve all the problems <strong>in</strong> the<br />
downtown.”<br />
Vision<br />
<strong>The</strong> implementation <strong>of</strong> the Downtown Millennium Plan<br />
(1998) was catalytic <strong>in</strong> spurr<strong>in</strong>g a significant<br />
resurgence <strong>in</strong> downtown London. <strong>The</strong> successor to<br />
the Millennium Plan, the Downtown Master Plan and<br />
the Downtown Urban Design Guidel<strong>in</strong>es will soon be<br />
released, which will cont<strong>in</strong>ue to focus on attract<strong>in</strong>g<br />
new visitors downtown and attempt<strong>in</strong>g to further<br />
<strong>in</strong>crease the number <strong>of</strong> residents. One <strong>in</strong>terviewee<br />
noted “we have done a pretty good job (with<br />
revitaliz<strong>in</strong>g downtown London)….I would say we have<br />
reached a mid po<strong>in</strong>t – now this new master plan will<br />
take us the rest <strong>of</strong> the way.”<br />
<strong>The</strong> City has also shown vision <strong>in</strong> publish<strong>in</strong>g its “State<br />
<strong>of</strong> the Downtown Reports” that collect data to track<br />
downtown performance. In some <strong>in</strong>stances, data is<br />
collected on a parcel level e.g. store front vacancies,<br />
to give detailed <strong>in</strong>sight on what is happen<strong>in</strong>g ‘on the<br />
ground’ over time. This type <strong>of</strong> detailed data analysis<br />
is provid<strong>in</strong>g the City with the ability to quantify the<br />
success <strong>of</strong> its downtown revitalization programs.<br />
Leadership and Collaboration<br />
Municipal leadership has been <strong>in</strong>strumental <strong>in</strong><br />
revitalization, develop<strong>in</strong>g progressive plann<strong>in</strong>g<br />
policies <strong>in</strong> collaboration with the bus<strong>in</strong>ess and<br />
<strong>in</strong>stitutional community and mak<strong>in</strong>g use <strong>of</strong> <strong>in</strong>novative<br />
f<strong>in</strong>anc<strong>in</strong>g tools. <strong>The</strong> City has a number <strong>of</strong> downtown<br />
grant and <strong>in</strong>centive programs, as well as targeted<br />

Readapt<strong>in</strong>g and repurpos<strong>in</strong>g the former Galleria Mall is a major achievement <strong>in</strong><br />
London’s downtown revitalization.<br />
<strong>in</strong>centive programs (for the Dundas and Richmond<br />
Street corridors) to encourage the private sector. For<br />
example, s<strong>in</strong>ce 2008 the City <strong>of</strong> London has issued a<br />
comb<strong>in</strong>ed total <strong>of</strong> 104 grants and loans worth $1.1<br />
million, leverag<strong>in</strong>g $3.8 million <strong>in</strong> construction value. 1<br />
This arrangement represents the collaboration<br />
between the public and private sector <strong>in</strong> revitaliz<strong>in</strong>g<br />
downtown London.<br />
<strong>The</strong> City has also led the way by <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> major<br />
assets like the John Labatt Centre, Central Library,<br />
and Covent Garden Market to <strong>in</strong>crease the vitality and<br />
attractiveness <strong>of</strong> downtown for new development and<br />
to br<strong>in</strong>g more people to the downtown. <strong>The</strong>se types <strong>of</strong><br />
<strong>in</strong>vestments help make the downtown more liveable<br />
and attractive for residential development. This has<br />
also been met with<br />
private sector support<br />
and s<strong>in</strong>ce 2000, 1135<br />
build<strong>in</strong>g permits have<br />
been<br />

downtown with a<br />
reported value <strong>of</strong><br />
$352.7 million.<br />
