Does the downtown have an <strong>in</strong>tegral role <strong>in</strong> the life <strong>of</strong> the wider city?<br />
W<strong>in</strong>nipeg is the prov<strong>in</strong>cial capital <strong>of</strong> Manitoba and home to a majority<br />
<strong>of</strong> Manitoba’s residents. <strong>The</strong> downtown is 1% <strong>of</strong> W<strong>in</strong>nipeg’s total<br />
area, yet it is relatively large compared to many other downtowns at<br />
359ha. <strong>The</strong> downtown has several dist<strong>in</strong>ctive neighbourhoods such<br />
as the Exchange District, Ch<strong>in</strong>atown, the Forks, and the Central<br />
Bus<strong>in</strong>ess District.<br />
Downtown W<strong>in</strong>nipeg possesses a substantial concentration <strong>of</strong><br />
cultural, enterta<strong>in</strong>ment and recreational facilities. <strong>The</strong> return <strong>of</strong> the<br />
W<strong>in</strong>nipeg Jets to the downtown’s MTC Centre has been a major<br />
w<strong>in</strong>dfall and has cultivated renewed pride and confidence <strong>in</strong><br />
downtown W<strong>in</strong>nipeg. Moreover, sources <strong>of</strong> new <strong>in</strong>vestments <strong>in</strong> the<br />
Forks and Waterfront Drive, as well as the ongo<strong>in</strong>g development <strong>of</strong><br />
the <strong>Canadian</strong> Museum for Human Rights (to be completed <strong>in</strong> 2012)<br />
are accelerat<strong>in</strong>g <strong>in</strong>terest <strong>in</strong> the downtown. <strong>The</strong> core also has 77% <strong>of</strong><br />
the City’s <strong>of</strong>fice space, which has allowed W<strong>in</strong>nipeg to ma<strong>in</strong>ta<strong>in</strong> its<br />
dom<strong>in</strong>ance as the centre for employment and commerce <strong>in</strong> the City.<br />
W<strong>in</strong>nipeg’s history left an <strong>in</strong>delible impr<strong>in</strong>t on the fabric, form, and structure <strong>of</strong> the<br />
downtown today. In 1911, W<strong>in</strong>nipeg was Canada’s the third largest city, 24 rail l<strong>in</strong>es<br />
converged on the core, and the city was known as the “Chicago <strong>of</strong> the North.”<br />
Development from this time can still be seen <strong>in</strong> the Exchange District – one <strong>of</strong> the<br />
most historically <strong>in</strong>tact turn-<strong>of</strong>-the-century commercial districts on the cont<strong>in</strong>ent. 1 Both<br />
rail and heritage cont<strong>in</strong>ue to play a dom<strong>in</strong>ant role <strong>in</strong> the downtown and W<strong>in</strong>nipeg is<br />
<strong>in</strong>creas<strong>in</strong>gly re-embrac<strong>in</strong>g this proud past. Efforts to reclaim and restore the<br />
downtown’s heritage features will bolster the downtown’s <strong>in</strong>creas<strong>in</strong>g prom<strong>in</strong>ence.<br />
While downtown W<strong>in</strong>nipeg is grow<strong>in</strong>g its strength and reputation, it still faces a range<br />
<strong>of</strong> challenges. In particular, many W<strong>in</strong>nipeg residents associate the area with poverty,<br />
homelessness, and crime. Efforts such as the redevelopment <strong>of</strong> the Bell Hotel<br />
(historically one <strong>of</strong> the City’s f<strong>in</strong>er small hotels) led by CentreVenture to provide<br />
supportive hous<strong>in</strong>g to chronically homeless is an excellent example <strong>of</strong> how these<br />
types <strong>of</strong> challenges can be addressed.<br />
Overall, downtown W<strong>in</strong>nipeg is mak<strong>in</strong>g impressive progress <strong>in</strong> revitalization. <strong>The</strong><br />
presence <strong>of</strong> CentreVenture – an entity created dur<strong>in</strong>g the tenure <strong>of</strong> former mayor<br />
Glen Murray - has been significant <strong>in</strong> driv<strong>in</strong>g projects, build<strong>in</strong>g relationships and<br />
boost<strong>in</strong>g morale <strong>in</strong> the core. In recent years, downtown W<strong>in</strong>nipeg has attracted over<br />
$600M <strong>of</strong> new <strong>in</strong>vestment. 2<br />
