downtowns key retail anchors is the Bay department<br />

store. Overall <strong>in</strong>terviews discussed grow<strong>in</strong>g<br />

confidence <strong>in</strong> downtown retail<strong>in</strong>g with the emergence<br />

<strong>of</strong> the Mounta<strong>in</strong> Equipment Co-op and other national<br />

retailers. <strong>The</strong> downtown sports, hospitality and<br />

enterta<strong>in</strong>ment district is also form<strong>in</strong>g around the MTS<br />

Centre, with ‘new restaurant cha<strong>in</strong>s clamour<strong>in</strong>g to set<br />

up shop and eateries already there report<strong>in</strong>g a surge<br />

<strong>in</strong> bus<strong>in</strong>ess tied to the W<strong>in</strong>nipeg Jets.’ 19<br />

Downtown W<strong>in</strong>nipeg also accommodates Portage<br />

Place. This Mall was developed as part <strong>of</strong> a major<br />

urban renewal project <strong>in</strong> the 1980s. This project was<br />

driven by the three levels <strong>of</strong> government, spend<strong>in</strong>g<br />

millions assembl<strong>in</strong>g the land. Yet one <strong>in</strong>terviewee<br />

commented that the mall has faced a range <strong>of</strong><br />

economic challenges s<strong>in</strong>ce open<strong>in</strong>g, and cont<strong>in</strong>ues to<br />

be challenged with attract<strong>in</strong>g tenants. Currently there<br />

is a focus on f<strong>in</strong>d<strong>in</strong>g <strong>in</strong>novative new uses to<br />

strengthen this mall <strong>in</strong>to the future. 20<br />

Educational & Institutional<br />

Development<br />

Downtown W<strong>in</strong>nipeg benefits from the University <strong>of</strong><br />

W<strong>in</strong>nipeg campus, located on its western edge. This<br />

campus strengthens the downtown by serv<strong>in</strong>g more<br />

than 9,340 undergraduate students and <strong>of</strong>fer<strong>in</strong>g a<br />

strong cont<strong>in</strong>u<strong>in</strong>g education division. In 2008, the<br />

University <strong>of</strong> Manitoba also opened the Asper School<br />

<strong>of</strong> Bus<strong>in</strong>ess <strong>in</strong> a 7,000 square foot downtown <strong>of</strong>fice<br />

tower. This is an excellent example <strong>of</strong> grow<strong>in</strong>g<br />

confidence <strong>in</strong> the downtown. 21<br />

<strong>The</strong> Red River College development has also proved<br />

to be a major w<strong>in</strong>dfall for the downtown. This unique,<br />

$35M construction and reclamation project<br />

<strong>in</strong>corporated the exist<strong>in</strong>g facades <strong>of</strong> six historic<br />

build<strong>in</strong>gs <strong>in</strong> the Exchange District <strong>in</strong>to the f<strong>in</strong>ished<br />

product. It is now home to some 2,200 students. 22 A<br />

cornerstone <strong>of</strong> this development is a new cul<strong>in</strong>ary<br />

school, the Paterson GlobalFoods Institute.<br />

Additionally, the downtown has a high concentration<br />

<strong>of</strong> not-for pr<strong>of</strong>it arts organizations and many <strong>of</strong> these<br />

are located <strong>in</strong> the Exchange District. <strong>The</strong>se<br />

organizations complement and add vibrancy to other<br />

activities <strong>in</strong> the downtown. 23<br />

Jobs<br />

Downtown W<strong>in</strong>nipeg has a large share <strong>of</strong> the City’s<br />

employment. <strong>The</strong> downtown supported some 57,000<br />

jobs <strong>in</strong> 2001 – 40% <strong>of</strong> these were located <strong>in</strong> major<br />

<strong>of</strong>fice build<strong>in</strong>gs and a further 29% were part <strong>of</strong> the<br />

broad public sector (public adm<strong>in</strong>istration, health and<br />

education). <strong>The</strong><br />
