Halifax is the gateway to Atlantic Canada, a large port city, the capital <strong>of</strong><br />
Nova Scotia and an extensive urban region. Downtown Halifax is a vibrant,<br />
historic and energetic place at the heart <strong>of</strong> this region, and the core is<br />
strengthened by the presence <strong>of</strong> large <strong>in</strong>stitutions (post-secondary<br />
campuses, and a <strong>Canadian</strong> Forces base) and tourism. Yet for many years,<br />
the growth <strong>of</strong> downtown Halifax was challenged by complex, divisive and an<br />
<strong>in</strong>consistent regulatory environment that resulted <strong>in</strong> significant<br />
decentralization. To address this issue, the City led the ‘HRMbyDesign’<br />
process that successfully renewed <strong>in</strong>terest <strong>in</strong> the downtown, rebuilt trust<br />
and <strong>in</strong>troduced many regulatory reforms. This Plan is cont<strong>in</strong>u<strong>in</strong>g to build<br />
momentum; <strong>in</strong> the two years s<strong>in</strong>ce its adoption downtown Halifax has seen<br />
more development activity than it has seen <strong>in</strong> the last 30 years. Downtown<br />
Halifax is look<strong>in</strong>g forward to the future and seems to be on the br<strong>in</strong>k <strong>of</strong> a<br />
major resurgence.<br />
