elates the issue <strong>of</strong> aggregated amounts be<strong>in</strong>g spent on projects, some downtown case studies have been able to<br />

separate out the downtown portion <strong>of</strong> major citywide <strong>in</strong>vestments other have not. In these <strong>in</strong>stances there is a<br />

notation that data collected may not reflect every s<strong>in</strong>gle <strong>in</strong>vestment that has occurred downtown over the past<br />

decade. Lastly there is variation <strong>in</strong> the methodology for data collection, which largely results from municipalities all<br />

collect<strong>in</strong>g this data differently. Some <strong>of</strong> this data have been collected by a municipal representative filter<strong>in</strong>g through a<br />

long list <strong>of</strong> capital projects from the past decade and select<strong>in</strong>g those which have occurred <strong>in</strong> the downtown; other lists<br />

have been compiled from scratch by a municipal representative connect<strong>in</strong>g with various city departments and<br />

receiv<strong>in</strong>g <strong>in</strong>put on their <strong>in</strong>vestments <strong>in</strong> the downtown; while a couple <strong>of</strong> the lists were compiled based on filter<strong>in</strong>g city<br />

wide build<strong>in</strong>g permits to separate public and quasi public <strong>in</strong>vestments <strong>in</strong> the core. Overall, these limitations can<br />

create challenges for comparison and readers should apply some caution when compar<strong>in</strong>g one downtown to another<br />

on the levels <strong>of</strong> municipal capital expenditure.<br />

On a positive note however there are many similarities between the data collection process and data collected for<br />

downtown Halifax, Vancouver, Fredericton, Edmonton, Saskatoon, and London. <strong>The</strong>refore there is some opportunity<br />

to cautiously compare the value <strong>of</strong> <strong>in</strong>vestments <strong>in</strong> these downtowns (keep<strong>in</strong>g <strong>in</strong> m<strong>in</strong>d the notations relat<strong>in</strong>g to each <strong>of</strong><br />

the sets <strong>of</strong> data). Despite the potential limitations <strong>of</strong> the data, it does allow for a clearer understand<strong>in</strong>g <strong>of</strong> the types <strong>of</strong><br />

<strong>in</strong>vestments be<strong>in</strong>g made by municipalities and their revitalization priorities for the downtowns case studies.<br />

To compare the types <strong>of</strong> <strong>in</strong>vestments that have been made, the project team has categorized the capital projects as<br />

follows:<br />

Civic Spaces and Streetscapes: Streetscape projects, city squares, urban design studies for streetscape<br />

improvements, street tree programs, new furniture and large scale programs.<br />

Community Facilities and Services: Improvements to City Hall, social hous<strong>in</strong>g, community child care,<br />

police stations, fire stations and public pools.<br />

Arts and Enterta<strong>in</strong>ment: Enterta<strong>in</strong>ment venues and arenas, public art programs, statues and galleries.<br />

Parks and Open Space: Upgrades to parks and facilities i.e. upgrade to parks spaces and park build<strong>in</strong>gs<br />

etc<br />

Educational: Universities, high schools, elementary schools, research facilities, libraries and museums.<br />

Commercial and Conference Facilities: Conference centres, car park<strong>in</strong>g facilities, <strong>in</strong>vestments <strong>in</strong> hotels<br />

or <strong>of</strong>fice build<strong>in</strong>gs.<br />

Development Incentives: Investments to leverage private <strong>in</strong>vestment or large scale redevelopments.<br />

Infrastructure, Utilities and Transportation: Investments <strong>in</strong> water, energy and/or transportation<br />

<strong>in</strong>frastructure.<br />
