Over the course <strong>of</strong> CUI’s research it was apparent that many cities<br />

<strong>in</strong> Canada – both large and small – have come up with all manner<br />

<strong>of</strong> great ideas to strengthen their downtown cores. Moreover, CUI<br />

learned <strong>of</strong> other best practices from around the world that have<br />

also been highly successful at contribut<strong>in</strong>g to downtown<br />

revitalization. This section is by no means a comprehensive review<br />

<strong>of</strong> best practice approaches to downtown revitalization, rather it<br />

<strong>in</strong>tends to share some <strong>of</strong> the best ideas or the quick w<strong>in</strong>s that the<br />

study team came across throughout its research. <strong>The</strong>se ideas are<br />

all about mak<strong>in</strong>g better use or what is on the ground and achieve<br />

<strong>in</strong>creased vitality without spend<strong>in</strong>g a lot <strong>of</strong> money. This section is<br />

aimed to spark ideas that could be tailored and applied to meet<br />

the needs <strong>of</strong> any downtown across Canada, as well as provide an<br />

evolv<strong>in</strong>g base <strong>of</strong> knowledge that can be built on and<br />

strengthened for years to come.<br />

Mak<strong>in</strong>g Use <strong>of</strong> Underutilized Sites and<br />

Spaces<br />

Almost all <strong>of</strong> the downtown case studies had many vacant sites<br />

and/or surface park<strong>in</strong>g lots. In the long term, these sites <strong>of</strong>fer<br />

immense opportunity for redevelopment. Yet <strong>in</strong> the short term,<br />

these vacant sites can be detrimental to downtown density, the<br />

pedestrian experience and people’s overall impressions <strong>of</strong> the<br />

core. Around the world cities are beg<strong>in</strong>n<strong>in</strong>g to temporarily transform<br />

vacant lots <strong>in</strong>to more humanized spaces that can both revitalize<br />

and differentiate the downtown core, until the market conditions are<br />

<strong>in</strong> place to achieve a major redevelopment.<br />

Street food programs are grow<strong>in</strong>g <strong>in</strong> popularity as both a means<br />

to expand the cultural <strong>of</strong>fer<strong>in</strong>gs <strong>of</strong> a city and to grow the local<br />

economy <strong>of</strong> small bus<strong>in</strong>esses and entrepreneurs. Portland has had<br />

high-pr<strong>of</strong>ile success with its city-wide food cart program, <strong>in</strong>clud<strong>in</strong>g<br />

a downtown cluster <strong>of</strong> about 20 vendors that form an <strong>in</strong>terest<strong>in</strong>g,<br />

attractive envelope around a large surface park<strong>in</strong>g lot. Park<strong>in</strong>g lots<br />

can be used for programmed events, such as the farmers markets<br />

at Square One <strong>in</strong> Mississauga or an outdoor c<strong>in</strong>ema. Similar<br />

<strong>in</strong>itiatives are already underway <strong>in</strong> Edmonton and Saskatoon, yet<br />

these programmed events could be expanded to make use <strong>of</strong><br />

publically owned park<strong>in</strong>g lots, particularly on weekends. Fun events<br />

like PARK<strong>in</strong>g day, born out <strong>of</strong> DIY urbanism, where citizens build<br />
