PROSPERITY:<br />
Is the downtown’s economy robust and <strong>in</strong>novative?<br />
Victoria’s chief <strong>in</strong>dustries are technology, tourism,<br />
education, food products, federal and prov<strong>in</strong>cial<br />
government adm<strong>in</strong>istration and services. Victoria’s<br />
economic success and future is also seen to be<br />
strongly rooted <strong>in</strong> protect<strong>in</strong>g the natural environment,<br />
valu<strong>in</strong>g culture and heritage, and provid<strong>in</strong>g a high<br />
quality <strong>of</strong> life and social wellbe<strong>in</strong>g for its residents.<br />
Residential Development<br />
Victoria has exper<strong>in</strong>ced strong residential growth,<br />
reflected <strong>in</strong> the many new condom<strong>in</strong>ium<br />
developments emerg<strong>in</strong>g <strong>in</strong> the downtown. <strong>The</strong>se<br />
<strong>in</strong>clude Corazon, Juliet, Aria, <strong>The</strong> Falls, 601 Herald,<br />
and <strong>The</strong> Hudson. 6 Interviewees commented that<br />
Victoria has traditionally attracted retirees from across<br />
Canada, and a key trend identified is that<br />
condom<strong>in</strong>iums target a broad cross section <strong>of</strong><br />
prospective purchasers, <strong>in</strong>clud<strong>in</strong>g both young couples<br />
and s<strong>in</strong>gles. It is worth not<strong>in</strong>g that a higher end<br />
market is emerg<strong>in</strong>g along the waterfront, while a more<br />
affordable hous<strong>in</strong>g market is emerg<strong>in</strong>g through the<br />
core by way <strong>of</strong> l<strong>of</strong>t conversions and smaller<br />
condom<strong>in</strong>iums. In addition, new projects have <strong>of</strong>fered<br />
a wide range <strong>of</strong> unit sizes to appeal to a cross section<br />
<strong>of</strong> buyers.<br />
Office Development<br />
Downtown Victoria provides over half <strong>of</strong> the City <strong>of</strong><br />
Victoria’s <strong>of</strong>fice <strong>in</strong>ventory (58%). One <strong>of</strong> the most<br />
important players <strong>in</strong> Victoria’s <strong>of</strong>fice market is the<br />
Prov<strong>in</strong>cial government. More specifically, the<br />
Prov<strong>in</strong>ce occupies (as <strong>of</strong> fall 2006) about 3.4Msf <strong>of</strong><br />
<strong>of</strong>fice space across Greater Victoria, or about 45% <strong>of</strong><br />
the total regional <strong>of</strong>fice <strong>in</strong>ventory. This concentration<br />
is even more significant <strong>in</strong> the downtown with the<br />
Prov<strong>in</strong>ce occupy<strong>in</strong>g approximately 2.6Msf <strong>of</strong> <strong>of</strong>fice<br />

space, which accounts for about 60% <strong>of</strong> downtown<br />
<strong>of</strong>fice space. 7<br />
Recently a large scale <strong>of</strong>fice build<strong>in</strong>g was built <strong>in</strong> the<br />
downtown – <strong>The</strong> Atrium. This award w<strong>in</strong>n<strong>in</strong>g, $100M<br />
build<strong>in</strong>g provides 200,000sf <strong>of</strong> <strong>of</strong>fice space and is<br />
recognized for its quality design, particularly its<br />
enclosed atrium that can be enjoyed by the public.<br />
This atrium space is energized by restaurants that are<br />
open late, and it hosts cultural events and concerts.<br />
This project not only contributes important space for<br />
employment but provides a new focal po<strong>in</strong>t to the<br />
community and adds 24/7 life <strong>in</strong> the downtown.<br />

floor space <strong>in</strong>ventory is approximately 2Msf. <strong>The</strong><br />
downtown is supported by an <strong>in</strong>ner city retailers<br />
compris<strong>in</strong>g 300,000sf <strong>of</strong> retail and service commercial<br />
floor space. Together these two areas represent<br />
approximately 14% <strong>of</strong> the total <strong>in</strong>ventory with<strong>in</strong> the<br />
CRD. 8<br />
Many <strong>in</strong>terviewees noted that Victoria is experienc<strong>in</strong>g<br />
a shift<strong>in</strong>g pattern <strong>of</strong> retail activity. Suburban<br />
expansion has led to the development <strong>of</strong> large scale<br />
retail spaces on the fr<strong>in</strong>ges <strong>of</strong> the CRD that compete<br />
