Is the City Strategically <strong>Invest<strong>in</strong>g</strong> <strong>in</strong> Its Future?<br />

Approach to Downtown Investments<br />

<strong>The</strong> City <strong>of</strong> London has taken progressive approaches to reviv<strong>in</strong>g its once struggl<strong>in</strong>g downtown. Major <strong>in</strong>vestments <strong>in</strong><br />

strategically located build<strong>in</strong>gs and facilities, as well as the public realm have brought <strong>in</strong>creased activity and new<br />

residents to the downtown. Yet the City has been patient with the revitalization process, tak<strong>in</strong>g many small steps over<br />

the past two decades.<br />

<strong>The</strong> City has been committed to lead<strong>in</strong>g by example and show<strong>in</strong>g the private sector that the municipality is confident<br />

enough to make major <strong>in</strong>vestments <strong>in</strong> the downtown. <strong>The</strong> City has <strong>in</strong>vested heavily <strong>in</strong> cultural and enterta<strong>in</strong>ment<br />

facilities that br<strong>in</strong>g new uses and functions that are capable <strong>of</strong> draw<strong>in</strong>g people to the downtown. <strong>The</strong>se <strong>in</strong>clude: the<br />

John Labatt Centre, Covent Garden Market and the transformation <strong>of</strong> Galleria Mall to Central Library and Citi Plaza.<br />

Each <strong>of</strong> these <strong>in</strong>vestments has been a fundamental build<strong>in</strong>g block for downtown transformation, attract<strong>in</strong>g new users<br />

to the downtown outside the work day rush.<br />

Additionally, the City has been committed to protect<strong>in</strong>g its unique heritage features and is encourag<strong>in</strong>g <strong>in</strong>novative,<br />

new uses and ways to adapt these build<strong>in</strong>gs to meet the requirements <strong>of</strong> modern life. To support this, the City<br />

developed loans and grant programs for façade improvements, and upgrad<strong>in</strong>g and renovat<strong>in</strong>g heritage build<strong>in</strong>gs. <strong>The</strong><br />

City has also facilitated major renovations <strong>of</strong> heritage build<strong>in</strong>gs downtown. It is also currently prepar<strong>in</strong>g a Downtown<br />

Heritage Conservation District Plan, a Downtown Master Plan and Downtown Urban Design Guidel<strong>in</strong>es.<br />

Overall, the City’s efforts to revitalize downtown London have been pay<strong>in</strong>g <strong>of</strong>f. S<strong>in</strong>ce 2000, 1135 build<strong>in</strong>g permits<br />

have been issued <strong>in</strong> the downtown with a reported value <strong>of</strong> $352.7 million.<br />

Collection <strong>of</strong> Capital Projects Data:<br />

Capital projects data for downtown London was compiled with <strong>in</strong>put from all City departments. A list <strong>of</strong> major projects<br />

and the total municipal <strong>in</strong>vestment associated with each <strong>of</strong> these projects was compiled. This list was then circulated<br />

and tested to ensure that all <strong>in</strong>vestments were <strong>in</strong>cluded. It is noted that this approach may not capture all municipal<br />

capital <strong>in</strong>vestments <strong>in</strong> the downtown. Additionally, some <strong>in</strong>vestments were made on the boundary <strong>of</strong> downtown study<br />

area which have been <strong>in</strong>cluded, as this is the approach adopted <strong>in</strong> other cities.<br />
