comprehensive plann<strong>in</strong>g processes to br<strong>in</strong>g together and unify<br />

downtown stakeholders. Moreover London, Saskatoon, Ottawa<br />

and Fredericton are <strong>in</strong> the process <strong>of</strong> develop<strong>in</strong>g and/or releas<strong>in</strong>g<br />

a new downtown specific master plan. <strong>The</strong>re was a general<br />

impression from <strong>in</strong>terviewees that these plann<strong>in</strong>g processes were<br />

highly beneficial and were able to unify stakeholders, particularly<br />

the private sector with the public sector. Yet it was also<br />

emphasized that it is critical these downtown plans are<br />

underp<strong>in</strong>ned by an <strong>in</strong>vestment strategy to make sure they can be<br />

implemented on the ground.<br />

Zon<strong>in</strong>g and regulatory tools can also <strong>of</strong>fer municipalities with a<br />

strong tool to realize its plans. For example Downtown Edmonton<br />

addressed its large supply <strong>of</strong> park<strong>in</strong>g by creat<strong>in</strong>g an <strong>in</strong>novative bylaw<br />

package that limits additional downtown park<strong>in</strong>g from be<strong>in</strong>g<br />

built. Similar moves have been made by other cities <strong>in</strong> North<br />

America and Australia. <strong>The</strong>se tools also <strong>in</strong>fluence the type <strong>of</strong> use<br />

that can be developed on site. For example, the City <strong>of</strong><br />

Vancouver undertook its Metro Core Jobs and Economy Land Use<br />

Plan and implemented a series <strong>of</strong> policies to help protect land for<br />

commercial uses <strong>in</strong>to the future.<br />

Plann<strong>in</strong>g processes can also deal with issues <strong>of</strong> contention <strong>in</strong> a<br />

community. One issue that was frequently raised was the height<br />

<strong>of</strong> new developments <strong>in</strong> the downtown. This issue seems to<br />

rout<strong>in</strong>ely aggravate the relationship between the public and private<br />

spheres and impos<strong>in</strong>g build<strong>in</strong>g height regulations is a common<br />

response. Vancouver and Toronto have both addressed this issue<br />

through the Downtown Vancouver Skyl<strong>in</strong>e Study 1 and Toronto’s<br />

Tall Build<strong>in</strong>gs Plan, 2 respectively. <strong>The</strong>se plann<strong>in</strong>g processes have<br />

helped br<strong>in</strong>g together the community and the private sector to<br />

ensure that the new development does not come at the cost <strong>of</strong><br />

what the community most strongly values.<br />

<strong>The</strong>re is a trend <strong>in</strong> North America for young people, pr<strong>of</strong>essionals,<br />

and older couples to move to the city centre to experience an<br />

urban lifestyle. Cities are generally try<strong>in</strong>g to capitalize on this trend<br />

and go<strong>in</strong>g to great lengths to attract the lucrative youngpr<strong>of</strong>essional<br />
