Key Patterns <strong>of</strong> Investment<br />
<strong>The</strong> City has been systematically build<strong>in</strong>g up neighbourhoods <strong>in</strong> its downtown. <strong>The</strong>re appear to have been three key<br />
directions <strong>in</strong> which they are <strong>in</strong>vest<strong>in</strong>g most heavily:<br />
1. Build<strong>in</strong>g up the cultural heart <strong>of</strong> the Downtown<br />
Over the past 30 years, the City has been establish<strong>in</strong>g a regionally unique civic arts and culture district around<br />
W<strong>in</strong>ston Churchill Square. <strong>The</strong> new city hall, with its ‘front yard’ public space and outdoor ice r<strong>in</strong>k, opened <strong>in</strong> the early<br />
1980s. <strong>The</strong> square itself was refurbished to better tie it <strong>in</strong>to the urban fabric and to support larger crowds <strong>in</strong> the past<br />
decade. Surround<strong>in</strong>g the square are civic amenities <strong>in</strong>clud<strong>in</strong>g the Stanley Milner Library, the W<strong>in</strong>spear Centre for<br />
Music, the Citadel <strong>The</strong>atre and the Art Gallery <strong>of</strong> Alberta. <strong>The</strong> prov<strong>in</strong>cial and federal governments have been<br />
supportive <strong>of</strong> the city’s place-mak<strong>in</strong>g efforts through grants and decisions to locate <strong>in</strong>stitutions near the cluster; for<br />
example, the Art Gallery <strong>of</strong> Alberta, formerly <strong>The</strong> Art Gallery <strong>of</strong> Edmonton, re-opened <strong>in</strong> early 2010 follow<strong>in</strong>g an $88M<br />
renovation ($22M was provided by the City <strong>of</strong> Edmonton). <strong>The</strong> prov<strong>in</strong>cial government has recently announced<br />
fund<strong>in</strong>g to relocate the Royal Alberta Museum to a site just north <strong>of</strong> the city hall.<br />
<strong>The</strong>se public <strong>in</strong>vestments have been attract<strong>in</strong>g attention from the private sector. <strong>The</strong> <strong>Canadian</strong> Broadcast<strong>in</strong>g<br />
Corporation, for example, has moved its local operations downtown to a site with a view <strong>of</strong> Churchill Square, which is<br />
seen <strong>in</strong> its live television broadcasts. Similarly, private developers have been convert<strong>in</strong>g build<strong>in</strong>gs overlook<strong>in</strong>g the<br />
square <strong>in</strong>to condom<strong>in</strong>iums and l<strong>of</strong>ts to leverage the <strong>in</strong>creased amenity <strong>of</strong>fered by the City’s <strong>in</strong>vestments. <strong>The</strong> first <strong>of</strong><br />
these residential conversions was made <strong>in</strong> the McLeod Build<strong>in</strong>g, result<strong>in</strong>g <strong>in</strong> the restoration and redevelopment <strong>of</strong> an<br />
underused heritage structure. Today residential units overlook<strong>in</strong>g the upgraded Sir W<strong>in</strong>ston Churchill Square<br />
reportedly command a premium on the market.<br />
2. Renew<strong>in</strong>g neighbourhoods – the Warehouse District<br />
<strong>The</strong> Warehouse Campus Neighbourhood is characterized by underused heritage build<strong>in</strong>gs <strong>in</strong> a sea <strong>of</strong> surface<br />
park<strong>in</strong>g lots. S<strong>in</strong>ce 1997, the City has made a priority <strong>of</strong> fill<strong>in</strong>g <strong>in</strong> these gaps <strong>in</strong> the urban fabric and mak<strong>in</strong>g better use<br />
<strong>of</strong> the exist<strong>in</strong>g built resources downtown 12 . <strong>The</strong> approach the City has taken, <strong>in</strong> essence, has been to <strong>in</strong>vest <strong>in</strong> a high<br />
quality public realm while provid<strong>in</strong>g f<strong>in</strong>ancial <strong>in</strong>centives for residential conversion or construction until the<br />
neighbourhood reaches a critical mass <strong>of</strong> activity that attracts further private <strong>in</strong>vestments.<br />
<strong>The</strong> private sector has shown enthusiasm for the residential grant program. Initially, the grant program had fund<strong>in</strong>g<br />
for 1,000 residential dwell<strong>in</strong>gs across the downtown, and funds were exhausted more quickly than the City expected.<br />
While the City was assembl<strong>in</strong>g an extension <strong>of</strong> the grant program, the development <strong>in</strong>dustry demonstrated the<br />
dramatic improvement <strong>in</strong> the downtown property market by build<strong>in</strong>g another 1,000 dwell<strong>in</strong>gs without grants. <strong>The</strong> City<br />
has refocused the program on the Warehouse Campus Neighbourhood <strong>in</strong> an effort to <strong>in</strong>crease residential growth<br />
there.<br />
<strong>The</strong> other half <strong>of</strong> that strategy—the deployment <strong>of</strong> improved urban design to attract private <strong>in</strong>vestment—is best<br />
illustrated by the case <strong>of</strong> the 104 Street Promenade. Dur<strong>in</strong>g scheduled roadwork, the City narrowed the roadway and<br />
widened the sidewalk, implement<strong>in</strong>g high quality urban design to upgrade the public realm. Additional streetscape<br />
improvements, such as heritage street lamps, were f<strong>in</strong>anced by a local improvement levy on adjacent properties.<br />
New residents and bus<strong>in</strong>esses quickly moved to l<strong>in</strong>e 104 Street, <strong>in</strong>clud<strong>in</strong>g several hundred condom<strong>in</strong>ium units,<br />
sidewalk-oriented retail and restaurants, and an urban-format supermarket. Design guidel<strong>in</strong>es <strong>in</strong>corporated <strong>in</strong>to the<br />
