Big <strong>in</strong>vestments grow confidence <strong>in</strong> the<br />

downtown, but the value <strong>of</strong> these <strong>in</strong>vestments<br />

can be maximized with small scale f<strong>in</strong>anc<strong>in</strong>g<br />

<strong>in</strong>centives<br />

Downtown revitalization efforts are maximized when they are happen<strong>in</strong>g<br />

on multiple levels. <strong>The</strong> impression emerg<strong>in</strong>g from dozens <strong>of</strong> <strong>in</strong>terviews is<br />

that big <strong>in</strong>vestments are important to grow confidence and <strong>in</strong>crease the<br />

pr<strong>of</strong>ile <strong>of</strong> the downtown core, yet small scale f<strong>in</strong>ancial <strong>in</strong>centives can<br />

lead to many improvements that add up. A mix <strong>of</strong> these actions can<br />

therefore demonstrate a City Council’s ongo<strong>in</strong>g commitment to<br />

enhanc<strong>in</strong>g the core and help spur more favourable market conditions to<br />

attract private <strong>in</strong>vestment.<br />

<strong>The</strong> City <strong>of</strong> London has had significant success <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> both large<br />

scale cultural and enterta<strong>in</strong>ment facilities designed to br<strong>in</strong>g new users to<br />

the core, coupled with smaller scale f<strong>in</strong>anc<strong>in</strong>g programs and waiv<strong>in</strong>g <strong>of</strong><br />

residential development charges <strong>in</strong> priority areas <strong>of</strong> the downtown. As a<br />

result the core has <strong>in</strong>creased its levels <strong>of</strong> vitality with more visitors and<br />

residents, as well as seen significant public realm improvements from<br />

property owners mak<strong>in</strong>g use <strong>of</strong> <strong>in</strong>centive programs to enhance their<br />

build<strong>in</strong>gs. <strong>The</strong> City <strong>of</strong> Edmonton has adopted a similar approach, yet<br />

they have taken the lead on many public realm improvements <strong>in</strong><br />

emerg<strong>in</strong>g neighbourhoods to <strong>in</strong>crease the attractiveness <strong>of</strong> these areas<br />

for new residential developments. Reportedly, this formula has seen<br />

significant success and has been used to stimulate growth <strong>in</strong> various<br />

new neighbourhoods across the core.<br />

A downtown that has generally made large scale <strong>in</strong>vestments is<br />

W<strong>in</strong>nipeg. <strong>The</strong>se <strong>in</strong>vestments have <strong>in</strong>creased confidence <strong>in</strong> the core,<br />

signalled by the return <strong>of</strong> the W<strong>in</strong>nipeg Jets and and high levels <strong>of</strong><br />

commercial growth ($469.6M between 2005 and 2009). 5 Yet one<br />

<strong>in</strong>terviewee commented that while downtown W<strong>in</strong>nipeg received lots <strong>of</strong><br />

large scale <strong>in</strong>vestments, these by themselves have not attracted the<br />

residential development that city builders hoped to see (approximately<br />

$159.2M between 2005 and 2010). In response new residential<br />

<strong>in</strong>centives have been <strong>in</strong>troduced to the core and this is reportedly<br />

spurr<strong>in</strong>g residential development <strong>in</strong> downtown W<strong>in</strong>nipeg. Downtown<br />

Ottawa on the other hand, has been focused on small scale <strong>in</strong>vestments<br />

<strong>in</strong> the downtown, primarily through the waiv<strong>in</strong>g <strong>of</strong> development charges<br />

that has helped the City see $235M <strong>in</strong> residential growth between 2002<br />

and 2011.<br />

“‘<strong>Downtowns</strong> have all <strong>of</strong> the <strong>in</strong>frastructure <strong>in</strong><br />

place to support communities. Attract<strong>in</strong>g<br />

residential growth to the core saves the entire<br />

city money as it makes better use <strong>of</strong> well<br />

serviced downtown properties.’<br />

<strong>The</strong> John Labatt Centre is a new arena and enterta<strong>in</strong>ment centre that<br />

formed a key project <strong>in</strong> the revitalization <strong>of</strong> downtown London<br />

Future plans for SHED (Sports, Hospitality and Enterta<strong>in</strong>ment District)<br />

along Portage Avenue, surround<strong>in</strong>g the MTS Centre <strong>in</strong> W<strong>in</strong>nipeg.<br />
