VISIONARY<br />

Does the downtown have strong leaders who collaborate to<br />

achieve a shared vision?<br />

Vancouver envisions itself as a “city for people” and<br />

this vision underlies the downtown’s dramatic<br />

transformation over the past few decades. This vision<br />

was epitomized by the City’s decision <strong>in</strong> the 1960s<br />

not to build freeways through the heart <strong>of</strong> its<br />

downtown and cont<strong>in</strong>ues to be reflected <strong>in</strong> the City’s<br />

unwaver<strong>in</strong>g commitment to achiev<strong>in</strong>g mixed-use, well<br />

designed and susta<strong>in</strong>able urban communities that are<br />

safe and accessible for workers and residents.<br />

Vision<br />

Downtown Vancouver has had a strong vision for<br />

growth. <strong>The</strong> City <strong>of</strong>ficials and staff have been leaders<br />

<strong>in</strong> creat<strong>in</strong>g a mixed-use downtown, support<strong>in</strong>g quality<br />

urban design, <strong>in</strong>tegrat<strong>in</strong>g transportation and land use<br />

plann<strong>in</strong>g, and encourag<strong>in</strong>g green build<strong>in</strong>g practices.<br />

<strong>The</strong> City has created a range <strong>of</strong> plann<strong>in</strong>g documents<br />

and policies that have helped propel the downtown<br />

forward and allow it to emerge as a vibrant and<br />

liveable city.<br />

For example, br<strong>in</strong>g<strong>in</strong>g all <strong>of</strong> these ideas together was<br />

the City’s “Liv<strong>in</strong>g First” strategy beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> the<br />

1980s and the preced<strong>in</strong>g Central Area Plan that<br />

resulted <strong>in</strong> rezon<strong>in</strong>g 8Msf from commercial to<br />

residential land and transform<strong>in</strong>g railway lands and<br />

other <strong>in</strong>dustrial properties along the waterfront for<br />

hous<strong>in</strong>g. Essentially, downtown growth had slowed<br />

and this “Liv<strong>in</strong>g First” strategy 2 pushed for hous<strong>in</strong>g<br />

<strong>in</strong>tensification, hous<strong>in</strong>g diversity, identifiable<br />

neighbourhoods and foster<strong>in</strong>g quality architecture by<br />

strengthen<strong>in</strong>g traditional relationships between the<br />

street, sidewalk, build<strong>in</strong>g wall and among build<strong>in</strong>gs to<br />

make high densities work.<br />

In the decades that followed, the downtown was so<br />

successful at attract<strong>in</strong>g residential growth that the City<br />

was concerned future land supply for jobs and<br />

commercial growth was be<strong>in</strong>g absorbed. <strong>The</strong> City<br />

responded by undertak<strong>in</strong>g the Metro Core Jobs and<br />

Economy Land Use Plan and implement<strong>in</strong>g a range<br />

<strong>of</strong> policies to help protect this land for commercial<br />

uses. 3 Aga<strong>in</strong>, strong foresight allowed the City to stay<br />

the course for achiev<strong>in</strong>g its vision <strong>of</strong> a diverse, mixeduse<br />

downtown.<br />

<strong>The</strong> City <strong>of</strong> Vancouver also aspires to be the world’s<br />

Greenest City by 2020 and the downtown will play a<br />

major role <strong>in</strong> achiev<strong>in</strong>g this goal. Many projects to<br />

<strong>in</strong>tensify green sectors, establish energy sav<strong>in</strong>g<br />

efficiencies and <strong>in</strong>crease green build<strong>in</strong>gs are located<br />

<strong>in</strong> the downtown. Moreover, the land use and density<br />

<strong>in</strong> the downtown support compact and walkable<br />

communities that will be critical to reduc<strong>in</strong>g emissions<br />

and energy use.<br />

Vancouver Convention Centre is home to a 6 acre liv<strong>in</strong>g ro<strong>of</strong><br />

conta<strong>in</strong><strong>in</strong>g 400,000 <strong>in</strong>dividual <strong>in</strong>digenous plants<br />

Leadership and Collaboration<br />

Vancouver has had a wide range <strong>of</strong> leaders that have<br />

propelled both the downtown and City forward. <strong>The</strong>se<br />

are drawn from the public and private sector and<br />

across the community. <strong>The</strong> City’s plann<strong>in</strong>g<br />

processes, such as Discretionary Zon<strong>in</strong>g and the<br />

Development Permit Board (handl<strong>in</strong>g major<br />

development applications) are designed to be highly<br />

collaborative, requir<strong>in</strong>g <strong>in</strong>put from both public and<br />

private sectors to achieve desirable plann<strong>in</strong>g<br />

outcomes for the downtown and the entire City.<br />

In 1973, the City was also one <strong>of</strong> the first<br />

municipalities <strong>in</strong> Canada to <strong>in</strong>troduce an Urban<br />

Design Review Panel.<br />
