<strong>International</strong> Cycl<strong>in</strong>g Festival, the Classic Boat<br />

Festival, and the <strong>International</strong> Buskers Festival. <strong>The</strong><br />

City has been <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> the harbour, particularly by<br />

improv<strong>in</strong>g the paths that extend along the waterfront,<br />

known as the Greenway. 23 <strong>The</strong> City is strengthen<strong>in</strong>g<br />

this <strong>in</strong>vestment by creat<strong>in</strong>g a new section <strong>of</strong> the path,<br />

connect<strong>in</strong>g Victoria’s commercial wharf to Dallas and<br />

St. Lawrence roads. One <strong>in</strong>terviewee also noted that<br />

a major opportunity for the waterfront was <strong>in</strong> the<br />

potential to transform the large park<strong>in</strong>g lots that<br />

occupy key parcels along the waterfront. Also just<br />

beyond the boundaries <strong>of</strong> the downtown, the City has<br />

<strong>in</strong>vested $510,000 on the iconic Pandora Green<br />

Boulevard. <strong>The</strong> street will benefit from a new<br />

sidewalk, new trees and the build<strong>in</strong>g <strong>of</strong> a lit plaza <strong>in</strong><br />

front <strong>of</strong> the Royal Conservatory <strong>of</strong> Music.<br />

also limit fund<strong>in</strong>g available to support other potential<br />

capital projects <strong>in</strong> Victoria <strong>in</strong> the com<strong>in</strong>g years.<br />

Similarly, the City <strong>of</strong> Victoria has been fac<strong>in</strong>g issues<br />

around the need to support a sewage treatment plant<br />

to service the entire CRD. This project has an<br />

estimated cost <strong>of</strong> approximately $1.2 billion. While<br />

this would represent a partnership between the CRD<br />

and higher levels <strong>of</strong> government, it marks another<br />

major long-term capital <strong>in</strong>vestment for the City. 25<br />

Overall, these <strong>in</strong>vestments are help<strong>in</strong>g create a more<br />

attractive, appeal<strong>in</strong>g and <strong>in</strong>terest<strong>in</strong>g downtown for<br />

liv<strong>in</strong>g, work<strong>in</strong>g and recreat<strong>in</strong>g <strong>in</strong> downtown Victoria.<br />

Future Investments<br />

Support<strong>in</strong>g critical <strong>in</strong>frastructure –<br />

<strong>The</strong> Johnston Street Bridge<br />

A key issue fac<strong>in</strong>g Victoria is the need to upgrade<br />

ag<strong>in</strong>g <strong>in</strong>frastructure. More specifically, the Johnston<br />

Street Bridge, connect<strong>in</strong>g the downtown with Victoria<br />

West, is be<strong>in</strong>g replaced due to structural and<br />

mechanical issues and its seismic vulnerability. 24 On<br />

November 20, 2010 Victoria voters gave the City<br />

permission to borrow $49.2M to replace the bridge.<br />

Given the size <strong>of</strong> the <strong>in</strong>vestment, the Council only<br />

decided to replace the bridge after consider<strong>in</strong>g safety,<br />

accessibility, improved pedestrian and cycl<strong>in</strong>g<br />

amenities, heritage values, susta<strong>in</strong>ability, traffic and<br />

bus<strong>in</strong>ess disruption. Overall, this major <strong>in</strong>vestment is<br />

critical for the future <strong>of</strong> downtown Victoria, yet it will<br />
