performance. For the post-retirement part of SSI, program <strong>in</strong>come differentials across<br />
education levels are not statistically significant.<br />
Not surpris<strong>in</strong>gly, sav<strong>in</strong>gs typically peak at age 65 for both genders and for all<br />
race/ethnicity groups, though for some U.S.-born groups the highest sav<strong>in</strong>gs occur for<br />
<strong>in</strong>dividuals <strong>in</strong> their mid-forties <strong>to</strong> fifties. Figure 4.4 depicts the expected annual SSI<br />
<strong>in</strong>come for a U.S.-born Hispanic woman, at different ages and education levels. <strong>The</strong><br />
solid l<strong>in</strong>e at the <strong>to</strong>p of the chart illustrates the fact that the highest SSI benefits are paid<br />
<strong>to</strong> high school dropouts, no matter what their age. SSI benefits spike for <strong>in</strong>dividuals at<br />
all education levels at age 65.<br />
Effects of Educational Atta<strong>in</strong>ment on Medicaid Spend<strong>in</strong>g<br />
Medicaid provides health care benefits <strong>to</strong> low-<strong>in</strong>come <strong>in</strong>dividuals who have no or <strong>in</strong>adequate<br />
medical <strong>in</strong>surance. While the federal government establishes general guidel<strong>in</strong>es<br />
for the adm<strong>in</strong>istration of Medicaid benefits, eligibility criteria and the scope of services<br />
are determ<strong>in</strong>ed by the states. Accord<strong>in</strong>gly, Medicaid is a jo<strong>in</strong>t federal/state program<br />
adm<strong>in</strong>istered by <strong>in</strong>dividual states.<br />
