Summary<br />

<strong>Increases</strong> <strong>in</strong> education would reduce the costs of the crim<strong>in</strong>al justice system and ease<br />

the demand for <strong>in</strong>creased capacity <strong>in</strong> state prisons and county and municipal jails.<br />

Table 5.3 shows the <strong>to</strong>tal effects of <strong>in</strong>creased education on sav<strong>in</strong>gs on <strong>in</strong>carceration<br />

spend<strong>in</strong>g. It lists the sav<strong>in</strong>gs that would accrue <strong>to</strong> the public budget <strong>in</strong> the extreme<br />

case—rais<strong>in</strong>g an <strong>in</strong>dividual’s education <strong>from</strong> dropp<strong>in</strong>g out of high school <strong>to</strong> college<br />

graduate—<strong>in</strong> each of our population groups. For example, a white U.S.-born man who<br />

completes college rather than dropp<strong>in</strong>g out of high school would cost taxpayers about<br />

$24,000 less (2002 value) <strong>in</strong> spend<strong>in</strong>g on <strong>in</strong>carceration, on average.<br />

<strong>The</strong> reductions <strong>in</strong> <strong>in</strong>carceration spend<strong>in</strong>g <strong>from</strong> <strong>in</strong>creased education are generally<br />

larger for black men and women than for their counterparts. Because women are <strong>in</strong>frequently<br />

<strong>in</strong>carcerated, the reductions <strong>in</strong> spend<strong>in</strong>g result<strong>in</strong>g <strong>from</strong> <strong>in</strong>creases <strong>in</strong> their education<br />

levels are smaller than the sav<strong>in</strong>gs for men.<br />
