Finally, a reduction in the number of slum<br />
dwellers is a dedicated MDG and needs a<br />
dedicated approach. To address the unique<br />
challenges associated with slums, policy solutions<br />
must:<br />
• Tie land tenure policies for slums to those<br />
of the city as a whole, particularly in terms<br />
of land pricing, connectivity of residential<br />
and commercial <strong>urban</strong> space, and, above<br />
all, the appropriate balance between economic<br />
and population density. A “silo”<br />
approach will lead to a lose-lose solution<br />
for cities and their slums.<br />
• Take advantage of slums’ proximity to<br />
the city so that the unit costs of extending<br />
access to basic health and education services<br />
to slum dwellers are relatively low.<br />
• Expand the supply of public toilets and<br />
water to slum dwellers in creative ways<br />
(such as putting water fountains in public<br />
places) in the short term, recognizing that<br />
permanent solutions to water and sanitation<br />
provision is tied to the land issue.<br />
• Make use of the fact that in most cases,<br />
slum dwellers are willing to pay a small fee<br />
to access basic services.
