In Figure 9-2, the numbers of surviving <strong>and</strong> retaliating<br />

<strong>Russian</strong> second strike warheads are tabulated<br />

<strong>and</strong> depicted for each of the four operational conditions<br />

under New START deployment limits of 1,550<br />

weapons. The graph shows the numbers of total,<br />

available, alert, surviving, <strong>and</strong> arriving weapons for<br />

each operational condition, following the same schematic<br />

as shown in Figure 9-1 for U.S. forces.<br />
