4.6 Traffic Control Contrac<strong>to</strong>rs<br />
When carrying out work that requires complex traffic control or a high level of personnel and<br />
resources <strong>to</strong> manage traffic control, then consideration should be given <strong>to</strong> the use of a contrac<strong>to</strong>r.<br />
When using contrac<strong>to</strong>rs ensure that the contrac<strong>to</strong>r is authorised and certified through the RTA<br />
training package and have established a contract with Country <strong>Energy</strong>.<br />
Note: Even though contrac<strong>to</strong>rs may be required <strong>to</strong> manage traffic control on your worksite, Country<br />
<strong>Energy</strong> is the principle contrac<strong>to</strong>r responsible for that work site. Country <strong>Energy</strong> employees ensure<br />
consultation is conducted with the contrac<strong>to</strong>rs <strong>to</strong> ensure the adequacy of the traffic control <strong>to</strong> be<br />
implemented for the worksite.<br />
4.7 Pedestrians<br />
When working on a worksite that requires temporary provisions for pedestrians the following is<br />
considered:<br />

The expected number of pedestrians<br />
Where they will be travelling <strong>to</strong> or from in relation <strong>to</strong> the worksite<br />
The needs of older pedestrians, pedestrians with disabilities and school children<br />
Pedestrians who temporarily impaired because of prams, shopping trolleys etc.<br />
When undertaking work that requires the closure of pedestrian footpaths, you must provide a safe<br />
and convenient path for pedestrians through or past your worksite. When doing this the path should:<br />
<br />
<br />
Not be less then 1 metre<br />
Be defined with a plastic mesh fence, containment tape or safety barriers.<br />
Where it is not appropriate or allowable <strong>to</strong> have any alternate / temporary pedestrian footpath, then<br />
a spotter must be used <strong>to</strong> inform workers on the approach of pedestrians <strong>to</strong> cease work, while the<br />
spotter escorts the pedestrian/s through or around the worksite.<br />
When diverting pedestrians near or on<strong>to</strong> the roadway close <strong>to</strong> traffic, a mesh fence may be used, if:<br />

<br />
The path is at least 1.2 metres away from the traffic lane and the speed limit is less then<br />
60km/h or<br />
Speed limit is 40 km/h or less.<br />
If the above conditions are not met then fully certified traffic safety barriers must be used.<br />
4.8 Working at Night<br />
When working at night and traffic control is required the following must be met:<br />

WEAR high visibility clothing (not just traffic controllers), preferably retro-reflective<br />
ENSURE when setting up cones and bollards, decrease their spacing, and make sure they<br />
have retro reflective bands<br />
ENSURE all signs and devices are fully visible<br />
LIGHT the work site with flood lighting, if this is not practicable, consider lighting up the<br />
position of the traffic controller/s<br />
ENSURE when closing lanes, flashing arrow signs are essential<br />
BEWARE of the road user’s behaviour (speed, fatigue, vision, substance abuse).<br />
