Traffic Management Sub-Plan<br />

Several locations along the project area route require transmission line <strong>to</strong> be<br />
traversed across roadways. This is the operation that will cause the most<br />
significant traffic management procedures <strong>to</strong> be implemented should the<br />
closure of the roadway and the s<strong>to</strong>pping of traffic be required <strong>to</strong> complete the<br />
installation. The s<strong>to</strong>pping or merging of traffic has specific management<br />
requirements that are related <strong>to</strong> the type of vehicles utilising the roadway and<br />
the level of service of the roadway that is <strong>to</strong> be traversed and is described<br />
further in Section 6.1.<br />
The most significant of the roadway crossings are those of the Bruxner and<br />
Pacific Highway. Ballina Shire Council identified that there is currently no<br />
option for de<strong>to</strong>urs along the Bruxner Highway and the Highway conveys 15<br />
000 vehicles/day. The Pacific Highway conveys 18 000 <strong>to</strong> 23 000 vehicles/day<br />
and has two de<strong>to</strong>ur points in the vicinity of the project. Ross Lane/The Coast<br />
Road and Teven Road Tintenbar Road provide a possible de<strong>to</strong>ur should <strong>to</strong>tal<br />
road closure of the Pacific Highway be required. Ballina Shire Council is<br />
reluctant <strong>to</strong> implement lane changes on either highway without a<br />
comprehensive vehicle management plan being prepared and approved. Any<br />
alteration <strong>to</strong> traffic movements on the Highways proposed by the project<br />
requires the concurrence of the NSW RTA.<br />
Where trenches for underground line installations are <strong>to</strong> be constructed,<br />
partial road closures will be implemented <strong>to</strong> allow for continued road use,<br />
allowing vehicle movements from both directions. Roadways where partial<br />
road closures will be required due <strong>to</strong> underground transmission line<br />
installation are:<br />
• McGettigans Lane;<br />
• Citriadora Drive;<br />
• Vista Drive; and<br />
• Yagers Lane.<br />
5.7 TRANSMISSION LINE INSTALLATION IN A ROAD RESERVE<br />
Transmission line upgrades within the road reserve will require traffic<br />
management <strong>to</strong> direct traffic around or past works sites depending on<br />
distance of the project works from the nearest traffic carrying lane. The<br />
highest level of traffic control measure for this type of project works will be<br />
the closure of one lane of traffic. This will involve traffic controllers and<br />
reduced speed limits that may cause delays <strong>to</strong> road users.<br />
