4 RESPONSIBILITIES AND RESOURCES<br />
All personnel and contrac<strong>to</strong>rs are accountable through conditions of<br />
employment or contracts with each individual having defined responsibilities<br />
for ensuring that their work complies with the stated CEMP procedures and<br />
Country <strong>Energy</strong>’s CEM7022 Environmental Operations Manual. Country<br />
<strong>Energy</strong>’s procedural guideline CEPG2328 Traffic Control: Safety assigns<br />
responsibilities relating <strong>to</strong> traffic management <strong>to</strong> various roles throughout<br />
Country <strong>Energy</strong>’s staff hierarchy. The Project Environmental Coordina<strong>to</strong>r is<br />
ultimately responsible for ensuring the MCoA, Project Commitments, CEMP<br />
and requirements of applicable Sub-plans are being implemented across all<br />
aspects of the Project.<br />
The roles and responsibilities for the Project are shown in Table 4.1 below.<br />

of any approval conditions.<br />
Respond <strong>to</strong> any complaints from the public in regard<br />
<strong>to</strong> traffic related impacts.<br />
Provide copies of road dilapidation reports <strong>to</strong> the<br />
relevant road authority(ies).<br />
Where transmission lines are proposed <strong>to</strong> be<br />
constructed along Council-owned roads, road<br />
reserves or footpaths, provide the following<br />
information <strong>to</strong> the relevant council:<br />
• detailed plans of the transmission line route<br />
including vertical, horizontal and/or<br />
underground alignment;<br />
• construction schedule and hours of<br />
construction;<br />
• mitigation measures proposed <strong>to</strong> reduce<br />
impacts <strong>to</strong> traffic and pedestrian safety; and<br />
• evidence of compliance with council’s road<br />
opening conditions and the Institute of Public<br />
Works Engineering Australia (2004) Specification<br />
