PROCEDURAL GUIDELINE – Traffic Control: Safety<br />

ENSURE all personnel required for traffic control are trained and authorised<br />
ENSURE that any incident that occurs and corrective action specified is taken and is recorded<br />
via the WIN system.<br />

ENSURE that a traffic control safety audit is carried out on a regular basis, on a selected shortterm<br />
work site via an approved checklist and that the date, time and deficiencies or non<br />
conformances are raised via the WIN system<br />
ENSURE that any corrective action specified is taken and recorded via the WIN system.<br />
Are responsible for ensuring that adequate resources are available <strong>to</strong> maintain appropriate traffic<br />
control measures on all worksites. Where this is not realistic; management must ensure that<br />
suitable contractual arrangements are made with contrac<strong>to</strong>rs <strong>to</strong> perform this task.<br />
3 CHALLENGES<br />
To ensure that the implementation of traffic control, and traffic control measures are adequate for<br />
each work site.<br />
4 THE PROCEDURES<br />
Traffic control may be required when conducting any trade related work within the confines of the<br />
road reserve; the road reserve is defined as the area from a boundary fence <strong>to</strong> the opposing<br />
boundary fence.<br />
Signs and devices will be used <strong>to</strong> warn, inform and guide road users safely around, past or through<br />
work areas, including providing a safe and convenient path for pedestrians through or past the work<br />
site.<br />
When setting up traffic control measures at Country <strong>Energy</strong> work sites the following broad principles<br />
shall be complied with:<br />
1 BEFORE setting up any traffic control or starting work, a risk assessment of the worksite will be<br />
undertaken <strong>to</strong> determine what degree of traffic control is required. The selected TCP must be<br />
included in the space provided and any additional hazards identified and documented on the<br />
HIRAC form.<br />
2 ENSURE all personnel responsible for Traffic Control are qualified in RTA approved training<br />
courses. Traffic controllers will be used where required.<br />
3 ARRANGE traffic control so that workers are able <strong>to</strong> work safely and the workers and road<br />
users are effectively separated wherever possible.<br />
4 ALWAYS have an escape route in mind in case of an emergency, such as an out of control<br />
vehicle.<br />
5 CLOSE the minimum length and width of a road at each stage <strong>to</strong> ensure minimum disruption<br />
and inconvenience <strong>to</strong> road users, ensuring road users do not unnecessarily break the law.<br />
