De<strong>to</strong>urs are considered a viable option in the follow locations:<br />

• Parkway drive forms a loop with McGettigans Lane in the Ewingsdale<br />

Area that may be suitable for crossing re-routing traffic for the transmission<br />

line crossing of McGettigans Lane;<br />

• Old Bangalow Road in conjunction with Tintenbar Road, Emigrant Street<br />

and Reid Street forms a loop with the Pacific Highway in the Lennox Head<br />

Area; forming a suitable de<strong>to</strong>ur option when Old Bangalow Road is <strong>to</strong> be<br />

crossed;<br />

• In the vicinity of the Pacific Highway near Ballina, Ross Lane/The Coast<br />

Road and Teven Road Tintenbar Road provide a possible de<strong>to</strong>ur should<br />

<strong>to</strong>tal road closure be required. Ballina Shire Council note that load limits<br />

apply <strong>to</strong> two of the bridges along the Tintenbar and Teven Road de<strong>to</strong>ur<br />

route. It is also noted that Ballina Shire Council are reluctant <strong>to</strong> implement<br />

lane changes on such high traffic volume roads without a comprehensive<br />

vehicle management plan being prepared and approved. Any alteration <strong>to</strong><br />

traffic movements on the Pacific Highway proposed by the project requires<br />

the concurrence of the NSW RTA.<br />

• Rous Lynwood Road, Beesons Road, Red Lane and Ellis Road form a<br />

connected network that may be suitable for de<strong>to</strong>urs when the transmission<br />

line crosses the roads in this rural locality; and<br />

• It may be possible <strong>to</strong> reroute traffic through adjacent paddocks where<br />

construction activities are <strong>to</strong> take place on rural access ways. This would<br />

need <strong>to</strong> be in consultation with landholders and will determine if<br />

alternative access ways can be used.<br />

The re-routing of traffic in these aforementioned locations allows for the<br />

works <strong>to</strong> be conducted by closing of the roadways completely and eliminating<br />

road users from entering the site. Management measures <strong>to</strong> be implemented<br />

in the event of incorporating de<strong>to</strong>urs are listed in Table 7.1.<br />

5.10 ROAD CLOSURES<br />

Any operations that may involve road closure will require a Traffic Control<br />

Plan (TCP) which will be prepared in consultation with the affected Council<br />

and the RTA. The contents of the TCP are described further in Table 6.1<br />

Traffic Management Measures. Consultation requirements prior <strong>to</strong> any road<br />

closures are included in Table 4.1 Roles and Responsibilities.<br />
