S<strong>to</strong>pping or Merging Traffic<br />

The designer of the TCP is <strong>to</strong> consider the following issues if it is planned <strong>to</strong> s<strong>to</strong>p traffic:<br />

• Assess the likely queue length through consideration of:<br />

• expected delay in minutes;<br />

• hourly traffic volumes at the time of the work; and<br />

• type or mix of traffic (more queue <strong>to</strong> be established for heavy vehicles);<br />

• Signs and spacing of signs must be adequate <strong>to</strong> cover the expected queue<br />

length with an additional 10% <strong>to</strong> cater for extra vehicles. This may require<br />

duplicate signage <strong>to</strong> be erected <strong>to</strong> sufficiently inform the road users of the<br />

expected queues;<br />

• If the road is <strong>to</strong> be temporarily closed, consultation with the local Council and<br />

police is necessary. Agreement with these two parties is necessary if a de<strong>to</strong>ur<br />

of traffic via local streets is required;<br />

• Sufficient width of roadway will be provided <strong>to</strong> allow for vehicle movements<br />

where construction and line installation works require traffic management for<br />

greater than one day (especially for road upgrade construction works on<br />

Skinners Shoot Road); and<br />

• Ballina Shire Council have suggested that vehicle management plans be<br />

prepared for each high traffic volume region involving road crossings; and<br />

• Community consultation is required <strong>to</strong> inform local residents and road users of<br />

these two situations if they are <strong>to</strong> be implemented.<br />
