Skinners Shoot intersects with Yagers Lane which is currently in poor<br />
condition and of insufficient width and strength <strong>to</strong> allow movements from a<br />
low loader. Roadwork will be required <strong>to</strong> ameliorate these issues, including<br />
road widening, pavement strengthening and installation of additional culvert<br />
capacity. This involves designing the roadway <strong>to</strong> accommodate the<br />
transformer transporter that is 3.5m wide and 22m long. Yagers lane services<br />
approximately twelve properties, which have been involved in consultation<br />
regarding the proposed upgrade works. During the construction period<br />
requiring partial road closures for greater than one day at a time, a sufficient<br />
width of roadway will remain open <strong>to</strong> traffic movements and allow access <strong>to</strong><br />
properties in the event of an emergency.<br />
Access <strong>to</strong> the Suffolk Park substation site <strong>to</strong> be constructed will be through the<br />
presently disused piggery site <strong>to</strong> the west; with road access <strong>to</strong> the site is from<br />
Byron Bay via Yagers Lane, off Skinners Shoot Road.<br />
Byron Bay becomes very busy in the peak holiday season and during special<br />
events when roads can become congested, hence it is recommended <strong>to</strong><br />
undertake the project activities outside of these conditions.<br />
The report by Tricend identified the potential issue of restricted turning<br />
conditions for larger vehicles at the intersection of Lawson and Shirley Street.<br />
Negotiating this turn may require the temporary closing of the affected<br />
roadways <strong>to</strong> allow the heavy vehicle unimpeded access through the<br />
intersection.<br />
Further liaison will be required with Council prior <strong>to</strong> any road improvements.<br />
5.6 TRANSMISSION LINE CROSSING A ROADWAY<br />
Construction of transmission lines over roadways in locations where existing<br />
infrastructure is being upgraded is generally undertaken using the existing<br />
lines as a guide wire <strong>to</strong> allow the new transmission line <strong>to</strong> be pulled between<br />
the two poles without closing the roadway beneath the line. In locations<br />
where this is not an option, the two poles will be erected either side of the<br />
roadway and the roadway will then need <strong>to</strong> be closed for under<br />
approximately 15 minutes <strong>to</strong> allow for the line <strong>to</strong> be secured above the<br />
roadway.<br />
