Bruxner Highway<br />

It is noted in your report that at certain locations along the<br />

Bruxner Highway that lane or <strong>to</strong>tal road closures may apply.<br />

The Bruxner Highway has no option for de<strong>to</strong>ur and conveys<br />

15,000 vehicles per day. As with the Pacific Highway, any<br />

change <strong>to</strong> traffic conditions results in instantaneous queuing.<br />

Refer Section 5.6 Transmission Line Crossing a Roadway and<br />

Table 6.1 S<strong>to</strong>pping or merging traffic – includes all concerns<br />

described.<br />

Both the Bruxner and Pacific Highways require RTA<br />

concurrence for any change of traffic movement.<br />

Traffic Control Plans<br />

A review of the traffic control plans revels additional signage<br />

is required. For example there is no speed reduction signage,<br />

no speed re-establishment, no advisory signage stating<br />

shoulder closed and the presence of an unprotected spotter is<br />

not supported.<br />

Traffic Control Plan included in Annex B is an example only<br />

and will be tailored for each region of work. Refer also Table<br />

6.1 and Annex A for details regarding signage and content of<br />

TCPs and requirement for consultation with/approval of road<br />

authorities.<br />

A vehicle management plan should be prepared for each<br />

region of road works identifying how traffic is managed,<br />

provision for emergency vehicles, s<strong>to</strong>p work conditions, queue<br />

lengths, hold times, delivery of material, handling and the like.<br />

There is no objection <strong>to</strong> the details outlined in the Construction<br />

Traffic Management Plan as long as:<br />

1. Country <strong>Energy</strong> and all their contrac<strong>to</strong>rs and subcontrac<strong>to</strong>rs<br />

associated with the proposed works comply<br />

with the intent of the Plan<br />

2. Country <strong>Energy</strong> and all their contrac<strong>to</strong>rs and subcontrac<strong>to</strong>rs<br />

associated with the proposed works comply<br />

with relevant regulations and guidelines pertaining <strong>to</strong><br />

traffic control at work sites<br />

3. Any traffic control facilities and associated signs and<br />

delineation are replaced/repaired as may be necessary<br />

Refer Section 5.6 incorporating vehicle management plan (and<br />

Annex A) requirement if road closures of Pacific or Bruxner<br />

Highway are <strong>to</strong> occur.<br />
