The installation of the transformers may require the <strong>to</strong>tal or partial closure of<br />

roadways adjoining the substation access ways which will require suitably<br />

qualified traffic controllers, and adherence <strong>to</strong> the traffic management<br />

principles for s<strong>to</strong>pping and/or merging traffic. The pro<strong>to</strong>cols for heavy<br />

vehicle movements stated above are <strong>to</strong> be followed during the transport of the<br />

transformers. The operation of installing the transformers may require the<br />

<strong>to</strong>tal or partial closure of the roadways directly adjacent <strong>to</strong> the substations.<br />

These roadways are listed below:<br />

• Ewingsdale Road;<br />

• Newrybar Swamp Road;<br />

• Grays Lane; and<br />

• Temple Street.<br />

The rural location of the Ewingsdale Road, Newrybar Swamp Road and Grays<br />

Lane will mean that only minor volumes of traffic are likely <strong>to</strong> be impacted by<br />

the partial/<strong>to</strong>tal road closures. Temple Street is located in a built up area of<br />

Ballina, however the connectivity of the road network provides numerous<br />

de<strong>to</strong>ur opportunities. De<strong>to</strong>urs are discussed in Table 6.1.<br />

Following completion of construction activities, the substation would generate<br />

very little traffic. Access <strong>to</strong> the facility would be at irregular intervals and<br />

generally be light vehicle traffic during day time hours. Such traffic<br />

movements would not have a significant impact on the level of service or<br />

capacity of the local road systems.<br />

5.5.2 Construction of New Substations<br />

Two new substations are proposed <strong>to</strong> be built as part of the network upgrade.<br />

The Suffolk Park substation is <strong>to</strong> be constructed at the end of Yagers Lane.<br />

The substation will require upgrades <strong>to</strong> the existing road network leading <strong>to</strong><br />

the currently undeveloped substation site as described in Section 6.4. The<br />

location of the proposed Brunswick Heads substation has yet <strong>to</strong> be confirmed.<br />

Given their location, minimal traffic impacts are predicted for the construction<br />

of the substations with only a minor increase in vehicle volumes and heavy<br />

vehicle and construction plant for the relatively short timeframe required <strong>to</strong><br />

complete the construction of the substation.<br />
